Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />2. Approval of Agenda <br />Updated: <br />Discussion Items for Action <br />4.8 Tax Administration - Tax Collector's Annual Settlement and Authorizing <br />Collection of FY 2024-2025 Taxes <br />Addition: <br />Closed Session <br />6.1 Closed Session - Acquisition of Real Property <br />Removed: <br />Discussion Items for Action <br />4.1 Juvenile Crime Prevention Council - Youth Development Initiatives (YDI) <br />Funding Appeal <br />UPON MOTION of Commissioner Furr, seconded by Commissioner Measmer and <br />unanimously carried, the Board approved the agenda as amended. <br />3. Discussion Items - No Action <br />3.1 Cooperative Extension - Youth Commission - Invitation to the North <br />Carolina Association of County Commissioners (NCACC) <br />Molly Kleman, Extension Agent, introduced Youth Commissioner Kava Saxena <br />who shared a warm invitation to the Commissioners to attend the 2024 NCACC. She <br />will be representing Cabarrus County this year at the Youth Voice Conference. <br />Chairman Morris, commented on the NCACC and thanked Kava for her <br />invitation. <br />3.2 Finance - FY 2025 CIP Financing <br />Jim Howden, Finance Director, reported Cabarrus County will be looking to <br />finance their Fiscal Year 2025 capital projects using a draw program. This will <br />be the third time utilizing this program. As part of that process, we are <br />required to hold a public hearing prior to the Board's approval of the financing <br />resolution. The public hearing will be on July 16th at our regular Board meeting. <br />The draw program will be funding of up to $270,000,000 to be converted to <br />permanent financing in 36 months of when the program starts. <br />A discussion ensued. During discussion, Mr. Howden responded to questions <br />from the Board. <br />4. Discussion Items - For Action <br />4.1 Department of Social Services - Energy Programs Outreach Plan <br />Lora Lipe, Economic Support Services Program Administrator, presented the <br />outreach plan designed to assure that all eligible households are aware of the <br />assistance available through three energy programs. To maximize this year's <br />success, the economic support services department will provide on -site <br />Page 6 <br />
