September 16, 2024 (Regular Meeting) Page <br />WHEREAS, the United States Congress and the White House call for all <br />Americans to observe this month appropriately; and <br />WHEREAS, Cabarrus County will join with the rest of the country in <br />recognizing the National Hispanic and Latino Heritage Month by commemorating <br />essential contributions, sacrifices, and accomplishments that Hispanic and <br />Latino people have made to the United States throughout history; <br />NOW, THEREFORE, BE IT PROCLAIMED, the Cabarrus County Board of Commissioners do <br />hereby recognize September 15 - October 15, 2024, as <br />ADOPTED this 16th day of September, 2024. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />Attest: <br />/s/ Lauren Linker <br />Lauren Linker, Clerk to the Board <br />(C-3) Proclamation - Cabarrus County Smart Start - Smart Start Month <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Shue and <br />unanimously carried, the Board adopted <br />the proclamation. <br />4 Proclamation No. 2024-22 <br />Cabarrus County Proclamation <br />Smart Start Month <br />September 1, 2024 <br />WHEREAS, Cabarrus County Partnership for Children and the North Carolina <br />Partnership for Children and other Local & State Smart Start organizations are <br />recognizing September as Smart Start Month in North Carolina; and <br />WHEREAS, NC Policymakers recognized that progress in early childhood would <br />require tapping into the same innovative spirit that inspired private sector <br />advances, and therefore, established Smart Start as a public/private <br />partnership in 1993. <br />WHEREAS, Smart Start was established as a public/private partnership. <br />Independent, private organizations work in all 100 North Carolina counties <br />through The North Carolina Partnership for Children and 75 Local <br />Partnerships. <br />WHEREAS, the power of Smart Start is that it delivers outcomes for children 0 <br />- 5 years by giving communities local control to determine the best approach to <br />achieving them. <br />WHEREAS, Smart Start advances a high quality, comprehensive, accountable <br />early childhood system that benefits each child under the age of 5 years in <br />North Carolina beginning with a healthy birth. <br />NOW THEREFORE, BE IT RESOLVED, that we, the Cabarrus County Board of <br />Commissioners hereby proclaim September, 2024, as Smart Start Month in Cabarrus <br />County, NC and urge all citizens to recognize Cabarrus County Partnership for <br />Children, our Smart Start Agency, for their important work in our community. <br />Adopted this 16th day of September 2024. <br />/s/ Stephen M. Morris, Chairman <br />Board of Commissioners <br />(C-4) Proclamation - PACE Month <br />Chairman Morris introduced Catrina Nash, PACE of Southern Piedmont, who <br />explained that PACE is a non-profit program funded through Medicare and <br />Medicaid. The organization helps elderly individuals aged 55 and older as well <br />as their caregivers. The program's goal is to advance the quality of life for <br />seniors with a chronic illness that needs extra support in daily activities. <br />MS.
