During discussion, Mr. Ratliff responded to <br />questions from the Board. <br />Chairman Morris opened the public hearing at 7:21 p.m. The Public Hearing <br />Notice was published on September 7, 2024 in The Independent Tribune in English <br />and Spanish. The public hearing notice was also posted on the County's website <br />(www.cabarruscounty. us) on September 4, 2024 in English and Spanish in accordance <br />with Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide <br />Public Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing at 7:22 p.m. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Measmer and <br />unanimously carried, the board approved staff to apply for the North Carolina <br />5311 Community Transportation Grant, which will include a 15% County match for <br />the administrative portion and a 10% County match for the capital portion. <br />(G-3) BOC - LGC Funding Discussion <br />Commissioner Measmer inquired regarding delayed funding for Cabarrus <br />County schools discussed at the last school board meeting. <br />A discussion ensued. During discussion, Mike Downs, County Manager; Jim <br />Howden, Finance Director; and Kelly Sifford, Assistant County Manager; <br />responded. Chairman Morris provided additional information. <br />(H) REPORTS <br />(H-1) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Boards/Committees <br />The allotted time during regular meetings to receive updates from <br />commission members that serve as liaisons to local municipalities or that serve <br />on various boards/committees, if needed. This opportunity allows the board <br />members to learn more about what is going on with the boards each commissioner <br />is individually involved with. <br />Commissioner Wortman reported various Active Living and Parks events: <br />Trails and Tails will be a free event at Rob Wallace Park on October 3, 2024 <br />from 10:00 a.m. - 11:00 a.m. and on November 7, 2024 from 10:00 a.m. - 11:00 <br />a.m.; Free Hike for Health every Monday in October from 10:00 a.m. - 11:00 a.m. <br />at the parks; October 17-31, 2024 at Rob Wallace Park, Spooky but Spectacular <br />Spiders event; and October 19, 2024 at Camp T.N. Spencer Park, Pioneer Day from <br />10:00 a.m. to 2:00 p.m., there will be fee of $5 per participant. <br />Cooperative Extension will host a Holiday Creation event at the Cabarrus <br />Arena on November 13, 2024, beginning at 9:00 a.m. More information can be found <br />on the Active Living and Parks website. <br />Vice Chairman Shue shared there will be a celebration regarding the <br />progress made in Elementary School education held at Bethel Elementary School <br />on September 17, 2024 at 12:00 p.m. Governor Cooper will be attending. He invited <br />the public to attend. <br />Chairman Morris reported the International Festival will be held on <br />Saturday, October 5, 2024 in downtown Concord on Market street and adjacent <br />streets.
