19 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the Courthouse in Concord, North Carolina on Tuesday, March 29, <br />1977, at 4:00 P.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> Architect George Griffin reported that he felt the food stamp program <br />should be placed in the basement of county building A. Laxton Construction <br />Company has submitted a bid of $16,257 for finishing the basement. This does <br />not include the construction of the stairway entrance. Commissioner Hammett <br />made motion to approve the appropriation of $17,000 from Revenue Sharing Trust <br />Funds to do this renovation. Motion seconded by Commissioner Cook and vote <br />carried. <br /> <br /> Mrs. Martin Foil, representing the Concord Garden Clubs, asked <br />assistance in constructing a brick walk from Means Street to the new court- <br />house rear entrance. The clubs will seek to restore the grounds of the old <br />courthouse and felt that a walk was needed so that people would not walk on <br />the grass. Commissioner Hammett made motion to approve the expenditure of <br />$1,500 from courthouse funds towards the cost of the walk. Commissioner Cook <br />seconded the motion and vote passed with Chairman Hawfield voting no. <br /> <br /> Commissioner Cook made motion to declare the water tank located at the <br />county building on Cabarrus Avenue as surplus property and that it be sold at <br />public auction. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> The County Manager was asked to employ a~surveyor to draw the boundary <br />lines and properly position the buildings which are county property on <br />Cabarrus Avenue. <br /> <br /> Attorney John Boger stated the legislature was considering the open <br />meeting law and increasing the penalty to a criminal action. He felt this <br />was too severe and that civil action was sufficient. <br /> <br /> Chairman Hawfield stated he had received a letter from Senator Helms <br />asking for recommendations of any outstanding high school juniors who might <br />like to attend a military academy. <br /> <br /> Upon motion of Commissioner Hammett, seconded by Commissioner Cook and <br />carried, meeting adjourned. <br /> <br />Clerk ~o the Board <br /> <br /> <br />
