61 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session <br />at the Courthouse in Concord, North Carolina on Thursday, August 4, 1977 at 9:30 a.m. <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The invocation was by the Reverend R. E. Sides of Royal Oaks United <br /> <br />Methodist Church. <br /> Upon motion of Commissioner Cook, seconded by Commissioner Milloway and <br /> carried, the minutes of the June 30 and July 12, 1977 meetings were approved. <br /> Jane Miller, Criminal Justice Planning Agency representative, recommended <br /> that the bids for the communications equipment - radio tower be rejected and <br /> advertise again. The specifications should be 'redrawn to divide the bid into <br /> Part A - the relocation of the present tower and Part B - the erection of the <br /> new tower, commissioner Cook made motion to accept this recommendation and to <br /> readvertise for bids with the redrawn specifications. Motion seconded by <br /> com~issioner Hammett and vote carried. <br /> Upon motion of Commissioner Hammett, seconded by Commissioner Milloway and <br /> unanimously carried, the following ordinance was adopted: <br /> <br />MASSAGE PARLOR ORDINANCE <br /> <br /> WHEREAS, pursuant to Chapter 153A, Section 121, of the General <br />Statutes of North Carolina, a county may by ordinance define, regulate, <br />prohibit or abate acts, omissions or conditions detrimental to the health, <br />safety or welfare of its citizens and the peace and dignity of the county. <br /> <br /> NOW THEREFORE, the Board of Commissioners of Cabarrus County <br />hereby adopts the following ordinance: <br />Section 1. Purpose. <br /> <br /> To protect public health, safety, welfare and morals, the following <br />privilege license provisions and regulations are ordained for the privilege <br />of carrying on the business, trade or profession of massagist and for <br />the operation or carrying on of the businesses, trades or professions <br />commonly known as massage parlors, health salons, physical culture studios, <br />or similar establishments wherein massage or physical manipulation of the <br />human body is carried on or practiced. The provisions of this article <br />shall not apply to a regularly established and licensed hospital, sani- <br />tarium, nursing home, nor to an office or clinic operated and regularly <br />used by a duly qualified and licensed medical practitioner, osteopath or <br />chiropractor in connection with the practice of medicine, chiropractic <br />or osteopathy. <br /> <br /> <br />
