303 <br /> <br /> The Board of Commzssioners for the County of Cabarrus, North Carolina, <br />met in regular session at the Courthouse in Concord, North Carolia, the <br />regular place of meeting on Monday, April /9, 1979, at 6:00 P.M. <br /> Present - Chairman Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> The invocation was given by the Reverend J. Bernard Hurley of~the <br />Trinity United Methodist Church in Kannapolis. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the minutes of March 12, 1979, were approved. <br /> Mr. Estus B. White, Clerk of Superior Court, administered the following <br />Oath of Office to the Board of County Commissioners as the Board of Equali- <br />zation and Review members: <br /> "I do solemnly swear (or affirm) that I will support and <br /> maintain the Constitution and laws of the United States, and <br /> the Constitution and laws of North Carolina not inconsistent <br /> therewith, and that I will faithfully discharge the duties of <br /> my office as a member of the Board of Equalization and Review <br /> of Cabarrus County, North Carolina, and that I will not allow <br /> any actions as a member of the Board of Equalization and Review <br /> to be influenced by personal or political friendships or ob- <br /> ligations, So help me God." <br /> <br />/s/ Troy Ray Cook <br />/s/ Ralph Bonds <br />/s/ James W. Rowland <br /> <br />Sworn to and subscribed before me this <br />9th day of April, 1979. <br /> <br />/s/ Estus B. White <br /> <br />Clerk of Superior Court <br /> <br /> May 23, 1979, and May 30, 1979, at 9:00 a.m. were the dates and times <br />set for the Board of Equalization and Review to hear tax appeals. <br /> Rev. Coy Privette was again present to endorse the concept of a detoxi- <br />fication clinic for alcoholics but to state his position that such a facility <br />be funded by profits from the sale of alcoholic beverages. <br /> Rev. Ronald Helms, Pastor of the First Baptist Church of Midland, presented <br />a resolution from the Church stating their desire that the detoxification center <br />not be funded by Federal or State funds. <br /> Mr. Thomas Reece of the Mental Health Center stated the CommunitY's need <br />for a detoxification center and restated the Mental Health Center's request <br />to the Commissioners - that the County purchase a facility and in turn lease <br />it to the Area Board of the Piedmont Area Mental Health Centers with the rent <br />from the facility going to assist in the retirement of the debt. <br /> Mrs. Lena Williams, a nurse from the V.A. Medical Center in Salisbury, <br />and Ms. Lara Carpenter, a Cabarrus County resident, spoke in favor of the <br />detoxification center. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Milloway, <br />with Chairman Cook, Commissioners Bonds, Allen, and Milloway voting for and <br />Commissioner Lentz voting against, the Board moved to drop the option on <br />the Youngblood Clinic Building. <br /> Chairman Cook stated that the County is in the process of purchasing <br /> the present site of the County Sanitary Landfill for a total purchase price <br /> of not more than $180,000.00. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br /> unanimously carried, the Board moved that Messrs. Peter Bishop and Verne <br /> Brady be the Co-Chairmen of the Juvenile Justice Task Force. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Milloway and <br /> unanimously carried, the Board approved the following budget amendments: <br /> GENERAL FUND <br /> INCREASE REVENUES <br /> 10-348-26 School Health Program $ 500.00 <br /> 10-348-29 Maternal and Child Health Program $1,000.00 <br /> <br />INCREASE EXPENSES <br />10-598-45 Contracted Services - Physicians $1,000.00 <br />10-595-04 Protected Services - Medical Fees $ 500.00 <br /> <br /> <br />
