361 The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, N~rth Carolina on Monday, December 10, 1979 at 9:30 A.M. Present - Chairman: Troy R. Cook Commissioners: Ralph C. Bonds Marcelle Milloway James W. Lentz J. Ray Allen The invocation was given by the Reverend Charles T. Davis of the Center United Methodist Church. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, the minutes of November 13, 1979 were approved. Mr. Charles D. McGinnis, County Manager, presided over the reorganization of the Board. UPON MOTION of Commissioner Allen, seconded by Commissioner Bonds and unanimously carried, the Board re-elected Chairman Cook as Chairman. UPON MOTION of Chairman Cook, seconded by Commissioner Lentz and unanimously carried, the Board re-elected Commissioner Bonds as Vice-Chairman. Chairman Cook presided over the remainder of the meeting. Mr. G. E. Johnson of the County's Audit Firm of Sherrill and Smith CPAs was present to review the County's annual audit for the fiscal year 1978-79 with the Commissioners. UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway and unanimously carried, the Board moved to table until the January meeting any action on a resolution for the formal abandonment of sixteen secondary road numbers in the County as requested by the North Carolina Department of Transportation. The Board instructed Mr. W. S. Chandler, Jr., Planning Director, to measure the footage of all the roads in question to verify the accuracy of the report from the State and report his findings to the Board at the next regular meeting on January 14, 1980. UPON MOTION of Chairman Cook, seconded by Commissioner Lentz and unanimously carried, the Board moved to delay action on a resolution to add Scalybark Trail - SR 1524 - to the state road system for maintenance until the next regular meeting. UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously carried, the Board moved to propose the name of 12th Fairway Drive as a suitable name change for Belshire Drive. UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and unanimously carried, the Board approved the following road name changes. FROM TO Unnamed Road Maderia Drive Unnamed Road Trail Road Copeland Place Diploma Place UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, the Board designated January 14, 1980 at 7:00 P.M. as the date and time for a public hearing for the following road name changes. FROM Belshire Drive Terrace Drive Unnamed Road Unnamed Road Arbor Acres Road Willow Ann Drive TO 12th Fairway Drive Treasure Drive Preslar Lane Lois Drive Concord Farms Road Mistywood Lane Mr. Manuel Kiser, member of the Cabarrus County Board of Health, was present to request that Dr. Linny Baker not be reappointed to the Board of Health. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, the Board reappointed Freeman C. Slaughter, D.D.S., to the Cabarrus County Board of Health for a three-year.term ending December 31 1982. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board reappointed Mr. Mitchell W. Watts to the Cabarrus County Board of Health for a thme~vear term ending December 31, 1982. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board appointed Dr. J. Hugh Malone to the Cabarrus County Board of Health for a three-year term ending December 31, 1982.
