279 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />May 2, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Edwin A. Chriscoe of the First <br />Wesleyan Church. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the minutes of April 18 and April 21, 1983, were <br />approved as written. <br /> Chairman Nash stated there would be a meeting between the Board of <br />County Commissioners and the Board of Light and Water Commissioners at <br />5:30 P.M. on Wednesday, May 4, 1983, in the Grand Jury Room of the County <br />Courthouse. He reported that the purpose of the scheduled Executive Session <br />was to consider legal agreements between the two Boards. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved by resolution the addition of <br />the following streets to the state secondary road system. <br /> <br />Cooper Avenue <br />Basswood Drive <br />Hearthstone Court <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board designated June 4 as "Superday '83" as <br />requested by the Parks and Recreation Department and adopted the following <br />proclamation. <br /> <br />PROCLAMATION OF "SUPERDAY '83" <br /> <br />WHEREAS, individual and organized forms of recreation and the creative <br />use of free time have gained growing importance in the lives of all <br />Americans as they find more and more time freed for personal pursuits; <br />and <br /> <br />WHEREAS, recreation encompasses myriad activities that result in satisfaction <br />and family unity; and <br /> <br />WHEREAS, recreation is not confined to the young and those with great <br />physical prowess, but can be pursued by persons of all ages in programs <br />of arts and crafts, tourism, cultural endeavors and nature studies; and <br /> <br />WHEREAS, the "Life. Be in it." program and "Superday '83", unlike others <br />of their genre, promote a zestful approach to life in general through <br />the encouragement of a broad range of inexpensive recreational activities <br />that do not demand special instructions or special equipment; and <br /> <br />WHEREAS, the "Life. Be in it." and "Superday '83" program in their most <br />far-reaching benefits, can help combat the problems of juvenile delinquency, <br />disabling old age and general depression by subtly highlighting new avenues <br />of interest to every individual in the community. <br /> <br />THEREFORE, Be It Proclaimed that the Cabarrus Board of Commissioners hereby <br />endorses the "Life. Be in it." program and June 4th "Superday '83", <br />urging citizens to relish the wonders of nature around them. <br /> <br /> Chairman Nash stated that this was the day and hour for a public <br />hearing regarding the road name change of Prison Camp Road to Dutch Road <br />and asked if anyone were present who wished to speak for or against the <br />road name change. There was no one present to speak regarding the proposed <br />road name change. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board approved the road name change for State <br />Road 2604 from Prison Camp Road to Dutch Road. <br /> <br /> <br />
