487 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />February 6, 1984, at 10:00 A.M. The meeting was delayed from the regular <br />meeting time of 9:30 A.M. due to weather conditions. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Marcelle Milloway <br /> Kenneth F. Payne <br /> Absent - Commissioners: Archie Y. Barnhardt <br /> J. Harold Nash <br /> The invocation was given by Reverend Abram J. Cox, III, of the Jackson <br />Park United Methodist Church of Kannapolis, North Carolina. <br /> Chairman Lentz stated that this was the day and time for a public <br />hearing for the naming of an unnamed road as Dellinger Drive and asked <br />if anyone were present who wished to speak for or against this road name. <br />There was no one present who spoke regarding the road name. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the naming of an unnamed road <br />as Dellinger Drive. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />and unanimously carried, the minutes of January 16 and January 23, 1984, <br />were approved as written. <br /> The motion by Commissioner Milloway to postpone appointments to the <br />Parks and Recreation Advisory Commission failed for lack of second. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br />Commissioners Payne and Lentz voting for and Commissioner Milloway voting <br />against, the Board accepted the recommendation of the Parks and Recreation <br />Advisory Commission for the appointment of Mr. Slate Tuttle of Kannapolis <br />and Mr. Paul Campbell, Jr., of Mt. Pleasant to replace the expired <br />appointments of Messrs. Richard Prim and W. 0. Barnhardt on the Advisory <br />Commission. The appointments were for a three-year term expiring <br />December 31, 1986. <br /> Chairman Lentz delayed appointments to the Animal Advisory Committee <br />until a later date. <br /> Mr. W. K. Cowan, Recreation Director, stated that there was an <br />appropriation of $100,000.00 in the County's Revenue Sharing budget earmarked <br />for development at Frank Liske Park. He explained that $50,000.00 of this <br />appropriation had been expected from a Land and Water Conservation Fund <br />Grant submitted last summer; however, this grant application was denied <br />by the Department of Natural Resources and Community Development as a <br />result of limited funds in the State of North Carolina. Mr. Cowan stated <br />the Parks and Recreation Advisory Commission would like permission to spend <br />the County's matching appropriation of $50,000.00 on the installation of <br />a miniature golf course at Frank Liske Park at a cost of $25,000.00 and <br />the balance of the money on the insulation, heating, and cooling of the <br />upstairs level of the Frank Liske Barn. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board accepted the recommendation from the Parks <br /> and Recreation Advisory Commission to allow them to spend a total of <br /> $50,000.00 concerning the Frank Liske Barn and miniature golf course at <br /> Frank Liske Park. <br /> The following bids were received for the renovations to the Cabarrus <br /> County Courthouse Annex. <br /> <br /> <br />
