<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Wednesday,
<br />March 21, at 7:00 P.M. The meeting had been changed from Monday, March 19,
<br />because of the Annual Legislative Conference of the National Association
<br />of Counties in Washington, D. C., on March 17 - 20, 1984.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Archie Y. Barnhardt
<br /> Marcelle Milloway
<br /> J. Harold Nash
<br /> Kenneth F. Payne
<br /> The invocation was given by Reverend Thurmond C. Plexico of the
<br />St. James Lutheran Church of Concord, North Carolina.
<br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne
<br />and unanimously carried, the Board approved the minutes of March 1 and
<br />March 5, 1984, as written.
<br /> Chairman Lentz reported that he had received a request from Mrs. Sue
<br />Casper, a member of the Keep Cabarrus Beautiful Committee, that the
<br />Board proclaim the week of April 8 - 14, 1984, as "Keep Cabarrus County
<br />Beautiful Week".
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne
<br />and unanimously carried, the Board directed that the County Attorney draw
<br />up a proper resolution proclaiming the week of April 8 - 14, 1984, as
<br />"Keep Cabarrus County Beautiful Week" and that this resolution be adopted
<br />by the Board of Commissioners.
<br /> The Board reviewed the letter from Mrs. Donna Udovich, Chairperson of
<br />the Cabarrus County Nursing Home Community Advisory Committee, stating
<br />that Miss Ains!ee Alexander no longer wished to serve on the Advisory
<br />Committee. Mrs. Udovich recommended the appointment of ~{rs. John Pharr
<br />to complete the unexpired term of Miss Alexander.
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Nash
<br />and unanimously carried, the Board appointed Mrs. John Pharr to the Cabarrus
<br />County Nursing Home Community Advisory Committee to fill the unexpired term
<br />of Miss Ainslee Alexander ending on December 31, 1986.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash
<br />and unanimously carried, the Board tabled consideration of the proposed
<br />resolution granting consent for the Piedmont Area Mental Health, Mental
<br />Retardation, and Substance Abuse Authority to hold title to real property
<br />and to acquire the same until the next meeting with Dr. Robert C. Lorish,
<br />Area Director, to be present at that time.
<br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne
<br /> and unanimously carried, the Board adopted the following budget amendment.

<br /> The Board reviewed the motion approved by the Board of Social
<br />Services on March 13, 1984, to hire a Director of Social Services by
<br />March 21, 1984, and to request a 30-day extension for the present
<br />Director in case it is needed. This extension would be until the end of
<br />April, 1984.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />with Commissioners Payne, Barnhardt, and }~illoway and Chairman Lentz voting
<br />for and Commissioner Nash voting against, the Board denied the request
<br />from the Cabarrus County Board of Social Services for a 30-day extension
<br />until the end of April, 1984, for the present Director of Social Services.
<br /> Commissioner Nash announced that the Corps of Engineers, Wilmington
<br />District, would be conducting a meeting in the large courtroom at the
<br />Cabarrus County Courthouse on Monday, March 26, at 7:00 P.M. regarding
<br />the Rocky River Basin. The Board requested that officials of the sanitary
<br />districts, the municipalities, Soil Conservation District, and other
<br />groups within the county be informed of the scheduled meeting.
