235 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in adjourned <br />session at the County Courthouse in Concord, North Carolina, at 5:00 P.M. <br />on Tuesday, May 21, 1985, to continue review of the proposed 1985-86 <br />Cabarrus County budget. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Mr. Charles D. McGinnis, County Manager, reported that the financial <br />problems of the Cabarrus Workshop involved the failure to pay FICA taxes <br />for the handicapped workers. He stated that steps were being taken by <br />officials of the Workshop to correct this problem. <br /> The Board reviewed the proposed budgets from Other Contributions <br />through the Building Maintenance Department. <br /> The Board discussed the request for funds for an industrial development <br />program by both the Concord/Cabarrus County Chamber of Commerce and <br />the Kannapolis Chamber of Commerce. Mr. McGinnis reported that he had <br />received a request from both Chambers for $25,000.00 each and that he was <br />recommending an allocation totaling $25,000.00 for industrial development <br />by the two Chambers. <br /> The motion by Commissioner Barnhardt to cut the allocation tO the <br />Concord/Cabarrus County Chamber of Commerce and the Kannapolis Chamber of <br />Commerce to a total of $12,000.00 failed for lack of second. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with <br />Commissioners Hamby, Barnhardt, and Upright and Chairman Lentz voting for <br />and Commissioner Payna voting against, the Board approved the allocation <br />to the Concord/Cabarrus County Chamber of Commerce and the Kannapolis Chamber <br />of Commerce in the total amount of $20,000.00 with $10,000.00 to go to each <br />Chamber with the stipulation that the money is for industrial development <br />purposes only. <br /> The substitute motion by Commissioner Payne and seconded by Commissioner <br />Barnhardt to set aside $20,000.00 for an Industrial Development Committee <br />composed of both the Concord/Cabarrus County Chamber of Commerce and the <br />Kannapolis Chamber of Commerce to be used for industrial recruitment with <br />the stipulation that this committee has to be formed by January 1, 1986, or <br />the $20,000.00 will revert back to the General Fund failed with Commissioners <br />Payne and Barnhardt voting for and Commissioners Hamby and Upright and <br />Chairman Lentz voting against. <br /> Chairman Lentz was asked to write both the Concord/Cabarrus County <br />Chamber of Commerce and the Kannapolis Chamber of Commerce and encourage <br />them to form an Industrial Development Committee between the two Chambers <br />if they are to continue to receive County funds for industrial development <br />purposes. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board agreed to cut one of the five additional <br />employees requested by the Sheriff's Department. <br /> UPON MOTION of, Commissioner Barnhardt, seconded by Chairman Lentz <br />and unanimously car~{ed~ the Board cut $5,000.00 from the Food Service <br />line item of the Jail budget. <br /> Commissioner Hamby left the meeting at this time. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner <br />Upright with Commissioners Barnhardt, Upright, and Payne and Chairman <br />Lentz voting for, the Board agreed to cut the Telephone line item in <br />the Emergency Services budget to $2,500.00. <br />Commissioner Hamby was present for the remainder of the meeting. <br />Mr. Branson Jones, Chairman of the Cabarrus County Library'Board of <br />Trustees, and Mr. Tom Dillard, Director of the Cannon Memorial Library, <br />reviewed the proposed budget for the Kannapolis Branch Library. Mr. <br />Dillard stated that the eight employees proposed for the Kannapolis Branch <br />Library would include six shift workers, one supervisor, and one custodian. <br /> The Board received the presentation from Mr. Jones and Mr. Dillard <br />as information only and no action was taken regarding the proposed budget <br />for the Kannapolis Branch Library. <br /> Chairman Lentz and Commissioner Upright reported that employees of <br />the Cabarrus County Ambulance Service had informed them of a morale problem <br />in that department. Some of the problems included Cabarrus Memorial <br />Hospital and the authority to give intravenous injections as well as the <br />pregnant employees and the holding of their jobs. The Board asked that <br />Mr. Charles D. McGinnis discuss these complaints with Mr. Ben Mabrey, <br />Emergency Services Director. <br /> <br /> <br />
