452 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, June 2, 1986, at 9:30 A.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Archie Y. Barnhardt Marcelle M. Upright Mr. Charles D. McGinnis, County Manager, reported that the Board would need to appropriate $321.00 from the Contingency Fund to provide local funding required for the Community Based Alternatives Grant Appli- cation for the Uwharrie Group Home Program. This grant application, along with applications for the Temporary Shelter Care Project and the Schools Survival Program, was approved by the Board at its last Board meeting. UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and unanimously carried, the Board appropriated $321.00 from the Contingency Fund to provide the local funding for the Community Based Alternatives Grant application for the Uwharrie Group Home Program. UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and unanimously carried, the minutes of May 19, 20, and 27, 1986, were approved as written. UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and unanimously carried, the Board granted permission to Cannon Village for a fireworks exhibit on July 5, 1986, in downtown Kannapolis as requested by Ms. Lynne Scott, Executive Vice-President of Atlantic American Properties, Inc. The fireworks exhibit will be under the supervision of Mr. Gary Partlow, pyrotechnic expert with Southern International Fireworks, Inc., and will be covered by insurance in the amount of $3 million. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board adopted the following Memorandum of Agreement between the North Carolina Agricultural Extension Service/North Carolina State University and Cabarrus County. Contract No. MEMORANDUM OF AGREEMENT Between the North Carolina Agricultural Extension Service/ North Carolina State University and Cabarrus County The Memorandum of Agreement is to provide for the establishment of a procedure and a Trust Fund Account at NC State University to be of service to Cabarrus County in a payroll program that places individuals who are jointly employed with the North Carolina Agricultural Extension Service under one payroll system. Cabarrus County, hereinafter designated the County, and the North Carolina Agricultural Extension Service/North Carolina State University, hereinafter designated NCSU, shall adhere to the following provisions: Name of Account - The account shall be known as the Cabarrus County Payroll Trust Account. Purpose of Account - The purpose of the account is to provide a mechanism whereby funds can be transferred from the County to NCSU for use in paying the salary and benefits to joint employees of the County and NCSU in a single monthly paycheck. Procedure for Providin~ Funds to the Account - A designated represen- tative of Cabarrus County will receive a telephone call from the Extension Personnel Office approximately one week before payday advising the amount due. The county will immediately wire funds to Wachovia Bank Account No. 9-000-345 and will send a copy of the wire transfer to Extension Personnel, Box 7602, Raleigh, NC 27695-7602. The trust account maintained for county salaries will be audited and reconciled by the Extension Auditing office to assure the month end account balance remains zero. Administration of the Account - The trust account will be maintained in accordance with NCSU accounting policies and procedures.
