481 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, July 7, 1986, at 9:30 A.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Archie Y. Barnhardt Marcelle M. Upright The invocation was given by Reverend James B. Holderness of the First Presbyterian Church of Concord, North Carolina. UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and unanimously carried, the minutes of June 13 and 16, 1986, were approved as written. UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and unanimously carried, the Board granted permission to National Costumers Association, Inc., for a fireworks display at the Charlotte Motor Speedway on July 19, 1986, at 9:30 P.M. subject to the receipt of the proper insurance certification. The fireworks display will be under the supervision of Mr. Gary Partlow, licensed pyrotechnician with the Southern Fireworks Company. A certificate of insurance in the amount of $3 million for the fireworks display on July 19 was received later in the meeting. UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and unanimously carried, the Board designated Chairman Lentz as the voting delegate for Cabarrus County at the 79th Annual Conference of the North Carolina Association of County Commissioners to be held in Winston-Salem on August 14-17, 1986. 'Chairman Lentz reported that he had received a letter from the North Carolina Department of Human Resources stating that the annual inspection of office space, equipment, and facility had revealed that the Department of Social Services is not in compliance with minimum state standards. He stated that the deficiencies related to minimum space requirements for the number of employees and adequate filing space. This matter was referred to the County Manager. UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby and unanimously carried, the Board appointed Mr. Kurt D. Wessler of Northwest High School as the Youth Representative on the Cabarrus County Parks and Recreation Advisory Commission for a term of one year ending July 31, 1987. The Board received the recommendation from Ms. Margaret Moses, President of the Concord/Cabarrus County Chamber of Commerce and former member of the Centralina Private Industry Council, for the appointment of Ms. Jean Pherigo to the Council. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board appointed Ms. Jean Pherigo as the Private Sector representative on the Centralina Private Industry Council as recom- mended by Ms. Margaret Moses. The two-year term of appointment will expire on June 30, 1988. UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unanimously carried, the Board reappointed Mr. Kenneth P. Griffin and Mrs. Marion F. Durham to the Harrisburg Zoning Board of Adjustment as extra- territorial jurisdictional members for a three-year term ending July 1, 1989. Mr. Robert Farris, Environmental Health Supervisor, reviewed the pro- posed Task Order No. 3 submitted by Camp Dresser & McKee for professional engineering services related to the preparation of a permit amendment appli- cation and operations plan for the County's landfill. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board authorized the following Task Order No. 3 between Cabarrus County and Camp Dresser & McKee for professional services.
