129 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, June 1, 1987, at 9:30 A.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Martha H. Melvin R. Giles Moss The invocation was given by Reverend Lee Crane of the Cabarrus Cooperative Christian Ministry. UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and unanimously carried, the minutes of May 12 and May 18, 1987, were approved as written. Mr. Alfred M. Brown, Chairman of the Board of Health, addressed the Board regarding the provision of prenatal care to the indigent population of Cabarrus County. Dr. David M. Crosland of the Cabarrus Clinic for Women asked that the County provide funds for delivery fees over and above Medicaid and for all patients that deliver by way of the Health Department. He explained that these delivery funds were needed due to the increase in an obstetrician's malpractice insurance rates which he stated now average $45,000.00 per year. Dr. Crosland also pointed out that approximately one-fourth of all deliveries taking place at Cabarrus Memorial Hospital are Health Department patients. Mr. William F. Pilkington, Health Director, reported that it would cost the County $800.00 per delivery for those persons not covered by Medicaid and $150.00 to supplement the $650.00 payment by Medicaid in order to maintain the current level of service. He stated that procedures were in place for the Health Department to begin recovery of a portion of the fees from those patients who are not eligible for Medicaid. In conclusion, Mr. Pilkington asked that the County appropriate from $32,000.00 to $35,000.00 for delivery funds for fiscal year 1987-88. Chairman Lentz stated that the funding of delivery services by local obstetricians would be discussed by the Board at a budget session. Mr. Estus B. White, Clerk of Superior Court, administered the Oath of Office for Register of Deeds to Mr. Charles B. "Bill" Ross. Officials of Rowan Technical College addressing the Board regarding the County's participation in the construction of a $4.4 million Satellite Campus on Trinity Church Road at Highway 73 and Interstate 85 were as follows: Mr. J. Roy Davis, Jr., member of the Advisory Council of Rowan Technical College; Mr. R. L. Brownell, President of the College; Mr. Ron Bostian, Executive Vice-President of the College; and Mr. Harold Kenerly, Chairman of the Board of Trustees. The sources of funds for the Satellite Campus as outlined by during the presentation are as follows: Technical College Construction Fund County Match Technical College Equipment Fund $2,000,000 2,000,000 400~000 $4,400,000 Other persons speaking in support of Rowan Technical College were Mr. Bill Ayscue of Fieldcrest Cannon, Inc.; Mr. Bob Ewan of Philip Morris, U.S.A.; and Mr. Branson Jones, Executive Vice President of the Greater Cabarrus County Economic Development Corporation. Motion was made by Commissioner Moss and seconded by Commissioner Hamby for a bond referendum to be scheduled in the amount of $2 million for matching funds for Rowan Technical College, to have a site name for the Satellite Campus that would tie in with Cabarrus County, and to address concerns regard- ing ownership of real property at the Satellite Campus site. UPON SUBSTITUTE MOTION of Commissioner Melvin, seconded by Chairman Lentz with Commissioners Melvin and Payne and Chairman Lentz voting for and Commissioners Moss and Hamby voting against, the Board tabled the preceding motion by Commissioner Moss until a budget meeting. Dr. Grier A. Bradshaw, Superintendent of Kannapolis City Schools, requested permission for the Kannapolis Board of Education to purchase 0.5459 acres of land from Atlantic American Properties for $4,500.00. He explained that the Kannapolis City Schools have used this property as an access to the rear entrance to the football and baseball stadiums and as a parking lot for school buses of visiting athletic teams.
