311 The Board of Commissioners for the County of Cabarrus met in recessed session in the Grand Jury Room at the County Courthouse in Concord, North Carolina, on Monday, February 12, 1990, at 4:00 P.M. Present - Vice-Chairman: R. Giles Moss Commissioners: William G. Hamby, Jr. Martha H. Melvin Billy J. Simmons, Jr. Absent - Chairman: James W. Lentz Vice-Chairman Moss called the meeting to order at 5:05 P.M. UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with Commissioners Hamby and Melvin and Vice-Chairman Moss voting for, the Board moved to go into executive session to consider pending litigation, personnel matters, and the performance of an individual contractor. The Board invited representatives of Tax Management Associates to join them in executive session. Commissioner Simmons arrived at the beginning of the executive session and was present for the remainder of the meeting. UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with Commissioners Simmons, Hamby, and Melvin and Vice-Chairman Moss voting for, the executive session was adjourned. No report was given on the executive session. Mr. Dennis Yates, Architect, presented a requested change order for the Health Department re-roofing project and reported that extensive water damage had occurred in the building during the previous weekend. UPON MOTION of Commissioner Melvin, seconded by Commissioner Simmons with Commissioners Melvin, Simmons, and Hamby and Vice-Chairman Moss voting for, the Board approved the following change order for the re-roofing contract at the Health Department and authorized Vice-Chairman Moss to execute the change order on behalf of the County. Change Order Number 1 Stroup Sheet Metal Works, Inc. Increase contract sum by $2,074.00 and make the following changes in the contract: (1) An additional pressure-treated 2x wood nailer shall be anchored to the preceding wood nailer (as detailed in the original contract documents) with 16 penny, cement-coated nails. Anchorage or wood blocking shall be installed to resist a force of 175 pounds per lineal foot in any direction. Half inch vent spaces shall be provided between each length of wood nailer. (2) An additional six inch "stretch-out" strip of PVC roof membrane flashing materials will be furnished and installed at parapet locations to accommodate the extra thickness of the additional wood blocking. The six inch PVC strip shall be adhered to the parapet walls with Sarnafil Sarnacol #2170 bonding adhesive at a coverage rate of approximately 50 square feet per gallon. (3) The additional six inch PVC strip shall then be heat-welded to the remainder of the previously installed flashing material. Ail heat welding will be accomplished with hand- held heat guns. (4) This will allow us to furnish and install the W.P. Hickman Company Perma-Snap coping system in the original configurations and sizes detailed. (5) The additional pressure-treated 2x wood nailer shall also be anchored to the preceding wood nailer with 2h" #12 wood screws at 36" on center approximately. (6) Time extension of fifteen (15) days requested due to inclement weather. UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with COmmissioners Simmons, Hamby, and Melvin and Vice-Chairman Moss voting for, the Board set the following terms of appointment for Reverend Paul Milholland and Mr. Freeman R. Jones who were appointed to the Council on Aging Advisory Board on January 15, 1990. Reverend Paul Milholland - 3 year term - Term ending December 31, 1992 Mr. Freeman R. Jones Unexpired term previously held by Ms. Jonyrma Singleton-Elliott Term ending December 31, 1991.
