77 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at The Washington <br />Hilton in Washington, D. C. on Saturday, March 16, 1991, at 9:00 A.M. for a <br />retreat and work session in association with and in addition to their attendance <br />at the annual Legislative Conference of the National Association of Counties. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Also present were Mr. Michael M. Ruffin, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; Ms. Cynthia Eades, Personnel Officer; and Ms. <br />Diane Seaford, Budget Officer. <br /> Chairman Simmons called the retreat and work session to order at 9:00 A.M. <br />on Saturday, March 16. The Board reviewed the proposed five-year business and <br />capital improvements plan throughout the day and took no action relative to the <br />proposed plan. Chairman Simmons recessed the meeting at 5:00 P.M. until 8:00 A.M. <br />on Sunday, March 17. <br /> Chairman Simmons reconvened the meeting at 8:00 A.M. on March 17. The <br />Board reviewed the proposed reorganization of' County Government and took no <br />action during the work session. <br /> There being no further business to come before the Board, Chairman Simmons <br />adjourned the meeting at 12:00 Noon. <br /> <br />Clerk to the Board <br /> <br /> <br />
