199 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center on Tuesday, June 18, 1991, at 5:30 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending litigation and personnel matters. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Simmons and <br />unanimously carried, the executive session was adjourned. <br /> Chairman Simmons reported that Mr. Michael M. Ruffin had submitted his <br />resignation as County Manager (see letter below). He further stated that the <br />Board had chosen to accept that resignation effective October 1, 1991, and <br />appreciated his offer to stay through that time while the Board is looking for <br />a manager. However, Chairman Simmons reported that the Board had chosen to <br />appoint an Interim County Manager and to go ahead and pay Mr. Ruffin all wages <br />due him at this time. <br /> June 18, 1991 <br /> <br />Mr. Billy J. Simmons, Jr., Chairman <br />Cabarrus County Board of Commissioners <br />Post Office Box 707 <br />Concord, North Carolina 28026-0707 <br /> <br />Dear Mr. Simmons: <br /> <br /> I herewith tender my resignation as Cabarrus County Manager, <br />effective October 1, 1991 by mutual agreement. I have enjoyed my <br />association with the County and extend my heartfelt thanks to many <br />of our employees and citizens for their support and encouragement. <br /> <br /> I am extremely proud of the record of service I have <br />registered as County Manager. I know I leave an organization which <br />is more professional and more responsive than the organization I saw <br />over two years ago. I have been provided with an opportunity to <br />recruit and develop new leadership which has inspired new ideas and <br />created a new enthusiasm to assist a county which is struggling with <br />change at every corner. I am deeply proud of all the appointments <br />and promotions I have made and know that the future will confirm my <br />confidence in them. <br /> <br /> I have worked hard since my arrival to improve communication <br />inside County Government as well as the community at large. I am <br />confident that the bridges which have been built, and rebuilt, will <br />serve you well for years to come. <br /> <br /> I am also pleased with the changes we have made to the <br />organization. We have installed a professional personnel system <br />which employs applicants on the basis of merit and created a budget <br />function which narrows the distance between those who govern the <br />budget and those who execute it. Finally, we have improved and <br />expanded many of our services and service levels in areas such as <br />Planning, Zoning, Building Inspections, Emergency Medical Services, <br />Aging, Social Services, Public Health, and Geographic Information <br />Services. I am proud to have been a part of that process. <br /> <br /> The progress we have made has not come without a struggle and <br />that struggle has produced some tension between the Board and me. <br />I know that I no longer enjoy the confidence of the full Board and <br />have concluded that my relationship with the Board is no longer <br />productive or healthy for the County or me. <br /> <br /> I am grateful for the many friends I have made and for the <br />opportunity to have served as County Manager at such an exciting <br /> <br /> <br />
