195 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 1, 1993, at 9:00 A.M. <br /> <br />Present <br /> <br />Chairman: Carolyn B. Carpenter <br />Vice-Chairman: Kenneth F. Payne <br />Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 9:00 A.M. <br /> <br />Mr. Lewis Williams, Veterans Service Officer, led the Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Harold Robinson of the Brown Hill <br />A.M.E. Zion Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter and <br />unanimously carried, the minutes of December 21 and 29, 1992 were approved as <br />written. <br /> <br />Turn "Trash into Cash" Contest <br /> <br /> Commissioner Fennel and Mr. Bob Farris, Environmental Health Supervisor, <br />conducted the monthly drawing for "Turn Trash into Cash", a contest to promote <br />the County's recycling program. Winners were as follows: Willie Gene Harrell <br />McClain - $100.00 cash; Darrell Ivey $100.00 gift certificate from Village <br />Jewelers; and David Holman, Jr. $100.00 gift certificate from Fine Images <br />Photography Studio. <br /> <br />Additions to Agenda <br /> <br /> The Board by consensus agreed to add the following items to the agenda: <br />(1) First Responder Agency certifications; (2) Request for refund of $20,000.00 <br />deposit by the Faison Development and Cambridge Development Company; (3) <br />Resolution by Commissioner Barnhart; and (4) Appointments to the Greater Cabarrus <br />County Economic Development Corporation Board. <br /> <br />UNFINISHED BUSINESS <br /> <br />Landex Proposal <br /> <br /> Commissioner Fennel read a prepared statement in support of the County's <br />participation in the Kings Grant Interchange Development project. <br /> The following motion made by Commissioner Fennel and seconded by <br />Commissioner Barnhart failed with Commissioners Fennel and Barnhart voting for <br />and Commissioners Casper and Payne and Chairman Carpenter voting against. <br /> <br />I move that the Cabarrus County Board of Commissioners take a firm <br />stand in favor of the creation of jobs through a progressive <br />economic development policy. In conjunction with this policy, we <br />direct our attorney and county manager to put together the documents <br />for a 3.5 million dollar certificate of participation (COP) for <br />King's Grant and the development of an interchange and boulevard to <br />serve northwest Cabarrus County, Kings Grant and the Charlotte Motor <br />Speedway. Furthermore, that any incurred issuance costs and <br />periodic payments of the COP would be guaranteed by Landex, the <br />developer, and supported by current land value and additional <br />collateral, as deemed necessary to insure that Cabarrus County <br />taxpayers do not risk one dime on this project. If this cannot be <br />accomplished, we will consider the County's involvement in this <br />project to be null and void. <br /> <br /> <br />
