4O <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Governmental Center in Concord, <br />North Carolina on Monday, February 21, 1994, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr.,-County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Junior ~roop 492 of the Rocky River Presbyterian Church conducted the <br />Presentation of Colors Ceremony. Scouts participating included Miss April <br />Wagoner, Miss Casey Wagoner, Miss Sonja Krnic, Miss Brittany Wright, and Miss <br />Laura Linker. <br /> <br /> The invocation was given by Reverend Lawrence Barden of the Bethpage'United <br />Methodist Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the minutes of January 3 and January 18, 1994 were approved <br />as written. <br /> <br /> As a point of privilege, Commissioner Carpenter asked that the minutes show <br />that she objects to the purchase of the Crescent Building as approved by the <br />Board on January 18, 1994. She stated she disagrees with the County Manager <br />regarding th~ planned use of the facility and the additional cost to the County <br />for the renovation of the building. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointments - Planning and Zoning Commission (3) <br /> <br /> Commissioner Payne nominated Ms. Janice Harkey, current alternate member, <br />for appointment as the Townships 5/6/7 representative on the Planning and Zoning <br />Commission. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, nominations were closed and Ms. Janice Harkey was appointed <br />by acclamation as the Townships 5/6/7 representative on the Planning and Zoning <br />Commission for a term of three years ending January 31, 1997. <br /> <br /> Commissioner Payne nominated Mr. Edward Moose, current Townships 5/6/7 <br />representative, for appointment as an alternate member for a term of three years. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, nominations were closed and Mr. Edward Moose was appointed <br />by acclamation as an alternate member on the Planning and Zoning Commission for <br />a term of three years ending January 31, 1997. <br /> <br /> Chairman Barnhart nominated Mr. Clyde Drye for appointment as an alternate <br />member to fill an unexpired term ending January 31, 1995. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, nominations were closed and Mr. Clyde Drye was appointed by <br />acclamation as an alternate member of the Planning and Zoning Commission to <br />complete an unexpired term ending January 31, 1995. <br /> <br />Appointments Economic Development Corporation (2) <br /> <br /> The Board deferred the two appointments to the Economic Development <br />Corporation Board. <br /> <br /> <br />
