143 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 20, 1994, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br />Mr. Hartsell led the Pledge of Allegiance. <br /> <br />The invocation was given by Commissioner Fennel. <br /> <br />Addition to Agenda - Economic Development Corporation (Terms of Appointment) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board added the establishment of terms of appointment <br />for new members of the Economic Development Corporation Board of Directors. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board established the following terms of appointment for <br />the new members of the Economic Development Corporation Board of Directors: <br /> <br />Mr. James M. Martin - Term of three years beginning July 1, 1994 <br />Mr. Robert L. Byrd, Jr. Term of two years beginning July 1, 1994 <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of May 31, June '2, and June 6, 1994 were <br />approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Resolution Adopting the Regional Land Use Vision Centers and Corridors Pattern <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> RESOLUTION <br />ADOPTING THE REGIONAL LAND USE VISION <br />CENTERS AND CORRIDORS PATTERN <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the Cabarrus County Board of Commissioners believes that <br />all local governments within the Metropolitan Area must <br />work together in order to provide an economically <br />competitive region, livable communities with their <br />identities preserved, and the best in accessibility <br />throughout the area; and <br />the Cabarrus County Board of Commissioners recognizes <br />there is a need to endorse a common land use policy and <br />strategy and complimentary transportation investment <br />that will increase growth potential while holding down <br />long-term capital and maintenance costs; and <br />the Cabarrus County Board of Commissioners recognizes <br />the preeminence and importance of local initiative and <br />intergovernmental cooperation in planning for regional <br />mobility that includes roads, transit and aviation <br />systems that are interconnected; and <br />a Regional Committee of 100 was commissioned to develop <br />and recommend a Transit and Transportation Policy and <br /> <br /> <br />
