174 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 18, 1994, at 6:30 P.M. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Jeffrey L. Barnhart <br />Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br />Vice-Chairman: Carolyn B. Carpenter <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Boy Scout Troop 38 of <br />the Poplar Tent Presbyterian Church. Participating in the ceremony were <br />Scoutmaster Robert Godfrey and Scouts Davis Fitzgerald, John O'Daniel, Brandon <br />Hefner, and Brian Cole. <br /> <br /> The invocation was given by Father Daniel Carboy of St. James Catholic <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of June 20, 1994 and July 5, 1994 were approved <br />as written. <br /> <br />Additions to Agenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board added the Sports Complex proposal to the agenda. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board added the appointment of the alternate member to <br />the Region F Aging Advisory Gommittee to the agenda. <br /> <br />Presentation of Certificate of Achievement for Excellence in Financial Reporting <br /> <br /> Commissioner Casper read the news release announcing that the Government <br />Finance Officers Association had awarded the Certificate of Achievement of <br />Excellence in Financial Reporting, the highest form of recognition in the area <br />of governmental accounting and financial reporting, to' Cabarrus County for its <br />comprehensive annual financial report. Chairman Barnhart presented the <br />Association's Award of Financial Reporting Achievement to Pamela S. Dubois, <br />Accounting Manager, who had been designated as the individual primarily <br />responsible for the preparation of the financial report. <br /> <br />Proclamation in Recognition of the 125th Anniversary of St. James Catholic Church <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />A PROCLAMATION BY CABARRUS COUNTY DESIGNATING <br />MONDAY, AUGUST 1, 1994 <br />"ST. JAMES CATHOLIC CHURCH DAY" <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />St. James Catholic Church was established on August 1, <br />1869 and will be celebrating its 125th year of existence <br />in Cabarrus County, North Carolina; and <br />Members of the St. James Catholic Church have served <br />God, Country, and Community since August 1, 1869; and <br />St. James Catholic Church and its Christian neighbor, <br />Forest Hills United Methodist Church, have hosted <br />"Mayfair", a major fund raising effort in support of the <br />Cooperative Christian Ministry, since 1981; and <br /> <br /> <br />
