366 The Board of Commissioners for the County of Cabarrus met in recessed session in the Tax Assessor's Conference Room at the Gabarrus County Governmental Center in Concord, North Carolina on Monday, March 27, 1995, at 5:30 P.M. Present - Chairman: Jeffrey L. Barnhart Vice-Chairman: Arne L. Fennel Commissioners: Sue B. Casper Dr. Franklin C. Niblock, Jr. Kenneth Olio-Mills Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, Budget Officer/Area Manager; Mr. Don Moorhead, Personnel Officer; and Mrs. Frankte F. Bonds, Clerk to the Board. Chairman Barnhart was absent for the beginning of the meeting. In his absence, Vice-Chairman Fennel called the meeting to order at 5:40 P.M. Chairman Barnhart arrived at 5:45 P.M. and presided over the remainder of the meeting. Emergency Medical Services Present to discuss the Emergency Medical Services (EMS) Program were Mr. Aubrey Attkisson, EMS Director; Mr. Ron Harwood, Operations Manager; and Mr. David Hampton, Training Officer. Mr. Harwood presented an overview of the strUcture and function of the EMS Department. The department currently operates five ambulances and two Quick Response Vehicles (QRV) in the county. Mr. Hampton described the training function of EMS and his responsibilities as Training Officer. A total of 863 students were trained by EMS during 1994, including all ~MS personnel and first responders in the county. Mr. Attkisson discussed continuing efforts by the department to reach the goal of an average response time of eight (8) minutes. He pointed out that the placement of the QRVin the Midland community had decreased the average response time in that area from 14.8 minutes to 6.2 minutes. However, a large number of calls in the Kannapolis and Concord areas continue to have a response time over eight (8) minutes. In order to address this problem, Mr. Attkisson reported that he has requested the placement of an ambulance in the Kannapolts area in the FY 1996 budget. Also, an increase in part-time salaries has been requested to alleviate staffing problems and enable employees to take off vacation time they are earning when they need to take it. Commissioner Niblock commented on the tremendous improvement in services provided by EMS over the past several years. Also, Board members expressed appreciation for the work performed by EMS personnel. Parks and Recreation Department Mr. Steve Little, Director of Parks and Recreation, introduced the following persons who were present for the discussion regarding the Parks and Recreation Department: Mr. Tom Lewis, Chairman of the Parks and Recreation Commission; Mr. Sal Corrente, member of the Commission; and Ms. Londa Strong, Assistant Director of the Department. Mr. Little presented an overview of the operation of the Parks and Recreation Department, Frank Liske Park, and Bakers Creek Park. Ms. Strong presented information regarding the following Parks and Recreation programs: Matching Incentive Grants; Youth Athletics; Adult Athletics; Special Olympics; Senior Games; Special Events; Classes/Workshops; and Public Relation/Marketing. There was lengthy discussion regarding the Youth Athletic Program, specifically the level of funding by the County. There were varying opinions regarding Commissioner Casper's proposal to increase fees to make the program self-supporting with scholarships for those who cannot afford the increased entry fee.
