<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, at 9:30 A.M.
<br />on Monday, March 1, 1982.
<br /> Present - Chairman: Ralph C. Bonds
<br /> Commissioners: J. Harold Nash
<br /> Troy R. Cook
<br /> James W. Lentz
<br /> Kenneth F. Payne
<br /> The invocation was given by Reverend Jerry W. Townsend, Sr., of Calvary
<br />Baptist Church.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and
<br />unanimously carried, the minutes of February 15, 1982, were approved as
<br />written.
<br /> The Chairman announced that this was the hour and day fixed by the
<br />Board of Commissioners for the public hearing upon the orders entitled:
<br />"ORDER AUTHORIZING $17,300,000 SANITARY SEWER BONDS" and "ORDER AUTHORIZING
<br />$7,700,000 WATER BONDS", and that the Board of Commissioners would immediately
<br />hear anyone who might wish to be heard on the questions of the validity of
<br />said orders or the advisability of issuing said bonds.
<br /> No one appeared, either in person or by attorney, to be heard on the
<br />questions of the validity of said orders or the advisability of issuing
<br />said bonds and the Clerk of the Board of Commissioners announced that no
<br />written statement relating to said questions had been received, except
<br />Archie Barnhardt, residing at Concord, N. C., who appeared in person
<br />and stated that, in his opinion, water and sewer projects were needed, that
<br />the Commissioners should tell the people the cost of the bonds, and that
<br />the project should be built on a pay-as-you-go basis; and Bill Powlas,
<br />residing on the Macedonia Church Road, Concord, N. C., who appeared in
<br />person and stated that he was not against the water and sewer project, but
<br />he was against the bonds. In his opinion, the project should be built on
<br />a pay-as-you-go basis. Ail of the foregoing statements were duly considered
<br />by the Board of Commissioners.
<br /> Thereupon, upon motion of Commissioner Payne, seconded by Commissioner
<br />Lentz and carried, the order introduced and passed on first reading on
<br />February 15, 1982 entitled: "ORDER AUTHORIZING $17,300,000 SANITARY
<br />SEWER BONDS" was read a second time and placed upon its final passage. The
<br />vote upon the final passage of said order was:
<br /> Ayes: Commissioners Nash, Lentz, Cook and Payne and Chairman Bonds
<br /> Noes: None
<br /> The Chairman then announced that the order entitled: "ORDER AUTHORIZING
<br /> $17,300,000 SANITARY SEWER BONDS" had been adopted.
<br /> Thereupon, upon motion of Commissioner Lentz, seconded by Commissioner
<br /> Payne and carried, the order introduced and passed on first reading on
<br /> February 15, 1982 entitled: "ORDER AUTHORIZING $7,700,000 WATER BONDS"
<br /> was read a second time and placed upon its final passage. The vote upon
<br /> the final passage of said order was:
<br /> Ayes: O~mmi~ioners Nash, Lentz, Cook and Payne and Chairman Bonds
<br /> Noes: None
<br /> The Chairman then announced that the order entitled: "ORDER AUTHORIZING
<br /> $7,700,000 WATER BONDS" had been adopted.
<br /> The Clerk of the Board of Commissioners was thereupon directed to
<br /> publish each of the foregoing orders, together with the appended statement
<br /> as required by The Local Government Bond Act, as amended, once in The
<br /> Concord Tribune.
<br /> Chairman Bonds presented a plaque to Mr. Robert Herndon and Mr. Jay
<br /> Nodine in appreciation for their services in moderating the public hearings
<br /> on the Cabarrus County Zoning Ordinance.
<br /> Bids received for the Sidestown/Shankletown sewer construction project
<br /> were as follows.
