<br /> The Board of Commissioners for the County of Cabarrus met in recessed
<br />regular session at the County Courthouse in Concord, North Carolina, on
<br />Monday, February 29, 1988, at 3:00 P.M. The meeting was held on this date
<br />because Board members will be attending the National Association of Counties
<br />Legislative Conference in Washington, D.C., on March 7, 1988.

<br /> The invocation was given by Reverend Earl Woodall, Executive Director of
<br />the Cabarrus Cooperative Christian Ministry.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and
<br />unanimously carried, the minutes of February 15, 1988, were approved as
<br />written.
<br /> Mr. Douglas M. Zawiskie, Architect with Kimball Associates, P.A., pre-
<br />sented the following bids which were received at 2:00 P.M. on this date for
<br />the Jail Plumbing Construction contract.

<br />would be responsible for all work required in the four contract addenda even
<br />though the contractor did not indicate on the bid form he submitted that he

<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with
<br />Chairman Lentz and Commissioners Melvin, Payne, and Moss voting for and
<br />Commissioner Hamby voting against, the Board awarded the Jail Plumbing Con-
<br />struction contract to the low bidder, B & W Construction Company of Concord,
<br />Inc., in the amount of $295,000.00.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani-
<br />mously carried, the Board adopted the following budget amendment.

<br />PURPOSE OF BUDGET REVISION REQUEST:
<br /> Budget amendment needed to appropriate funds for award of plumbing
<br /> contract.
<br />
<br /> Chairman Lentz introduced discussion of the purchasing procedures of
<br />Cabarrus County. Mr. Charles D. McGinnis, County Manager, briefly reviewed
<br />the County's purchase requisition and purchase order process and the fixed
<br />assets inventory procedure used by the County.
<br /> Mr. Paul Watson, Engineer with HDR Infrastructure, Inc., presented
<br />information he had received from Mr. Douglas M. Finan, Pretreatment Program
<br />Coordinator of the North Carolina Division of Environmental Management,
<br />regarding the proposed Wastewater Treatment and Pretreatment Agreement for the
<br />Rocky River Regional Wastewater Treatment Plant. He stated that it is Mr.
<br />Finan's interpretation that an interjurisdictional agreement between the City
<br />of Concord and Cabarrus County is required as a part of the pretreatment
<br />program by 40 CFR 403 in combination with other regulations. This inter-
<br />jurisdictional agreement would provide the methodology for enforcement action
<br />against the violator of the pretreatment program requirements.
