470 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the County Courthouse in Concord, North Carolina, on Thursday, <br />August 25, 1988, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The following members of the Concord Board of Aldermen were present for <br />the joint meeting: Mayor Bernie A. Edwards, Mayor Pro-Tem James L. Dorton, <br />and Aldermen T. Laine Harling, Frank A. Dusch, Jr., Robert L. Mathis, Jr., <br />Lamar Barrier, Wilson F. Cone, Jr., and Dr. Hector H. Henry. The invocation was given by Mr. Wilson F. Cone, Jr. <br /> Chairman Lentz reported that he and Mayor Edwards were proposing that <br />two or three representatives from both the City and the County be designated <br />by the respective boards and charged with the responsibility of coming to an <br />agreement regarding the Coddle Creek Reservoir Project. He proposed that <br />October 1 be set as the target date for reaching an agreement in this matter. <br /> Mayor Edwards expressed appreciation for the work by Commissioner Moss <br />and Mayor Pro-Tem Dorton during recent weeks that led to the agreement by the <br />City and County on a number of items regarding water and sewer. He stated in <br />his opinion the representatives from both boards would be successful in <br />working out the details regarding Coddle Creek. Mayor Edwards named the <br />following officials to represent the City in the Coddle Creek negotiations: <br />Mayor Pro-Tem James L. Dorton, Dr. Hector H. Henry, and Mr. Leonard Sossamon, <br />Concord City Manager. The Concord Board of Aldermen voted unanimously to <br />approve these appointments. <br /> Chairman Lentz named Commissioner Moss as the County representative and <br />asked Mr. Fletcher L. Hartsell, Jr., to attend the meetings in the absence of <br />a county manager. The Board also designated Chairman Lentz to represent the <br />County in the Coddle Creek negotiations. <br /> Mr. Leonard B. Sossamon, Concord City Manager, was asked to set up the <br />first meeting of the appointed representatives. Also, members of the Board <br />of Commissioners and the Concord Board of Aldermen were asked to provide <br />input to their representatives to use in the negotiations. <br /> The Concord Board of Aldermen adjourned at 7:14 P.M. and left the <br />meeting. <br /> Chairman Lentz reported on the removal of the asbestos from the County <br /> facility known as the "Snyder Building". <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br /> unanimously carried, the Board moved to go into Executive Session to discuss <br /> a personnel matter. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br /> unanimously carried, the Executive Session was terminated. <br /> Chairman Lentz rePorted that the Board had discussed a personnel matter <br /> and no action was taken. <br /> There being no further business to come before the Board, the meeting <br /> was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
