April 27, 2015 (Recessed Meeting) Page 2369 <br />The Board of Commissioners for the County of Cabarrus met for a recessed <br />meeting at the Cabarrus Arena and Events Center in Concord, North Carolina on <br />Monday, April 27, 2015, at 6:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk <br />to the Board. <br />Also present were Frank Lapsley, Arena and Events Center General Manager <br />and Kasia Thompson, Communication and Outreach Manager. <br />Chairman Morris called the meeting to order at 6:17 p.m. <br />Welcome and Introductions <br />Chairman Morris welcomed attending business community leaders. Prior to <br />breaking for dinner, business representatives introduced themselves and spoke <br />briefly about their companies. <br />Dinner Break <br />Dinner was served at 6:27 p.m. The meeting resumed at 7:08 p.m. <br />County Budget Overview <br />Mike Downs, County Manager, presented a brief overview of the County <br />budget, reviewing funds summaries as well as mandated and non - mandated services <br />provided by the County. He also reviewed the County's organizational structure. <br />How Government Can Help Businesses Prosper - Open Discussion <br />Chairman Morris led a question and response period with members of the <br />business community sharing opinions and asking questions concerning local <br />issues. The focus topic was `What can government do to better support and help <br />businesses prosper ?' During discussion, various business representatives in <br />attendance responded to questions. <br />Chairman Morris also addressed the topic of HB463 and requested feedback <br />from those in attendance. <br />In closing, Chairman Morris expressed his thanks to attendees for making <br />time to attend. <br />(M) ADJOURN <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Honeycutt <br />and unanimously carried, the meeting recessed at 8:16 p.m. to 6:00 p.m. on <br />Tuesday, April 28, 2015 at the Cabarrus Arena and Events Center. <br />Megan mit, Clerk to the Board <br />
