Smoot Lyles as to ByPass. <br /> <br /> RESOLUTION ADOPTED BY THE BOARD OF COUNTY COMMISSIONE~ FOR CABAR~US COUNTY <br /> <br /> UpOn motion of P.Ernest Stallings and seconded by M.Smoot Lyles, the following <br /> ~esolution was unanimously adopted by the Board of County Commissioners of Cabar~us County, North <br /> Carolina, at its ~egular meeting held on February 3rd 1958. <br /> <br /> "WHEREAS, N.C. Highway No. 73 t~avezses the City of Conco~d on E&st~Co~ban Street <br /> and North Church Street and U.S. Highway 601 t~ave~ses the City of Concord onS outh Union ~tzeet <br /> and No~th Chu.Ych Street; <br /> AND WHEREAS, the local and through traffic on South Union Street,East CorbanStzeet <br /> and No~th Church Street in the City of Concord constitutes a terrific burden on said City <br /> streets and creates a congested condition beyond that which should be expectedon the part of the <br /> public travelling through the City of Concord and c~eates a_ traffic haza~d on the pa~.t of local <br /> t~affic~ <br /> <br /> AND WHEREAS, a t~affic ehcek in ~ptembe~, 1955 for a twenty-foum (24). hou~ peziod indic ~ted <br /> that h,620 vehicles e~tered the City of Concord on South Union Street, designated as U.S. Highway <br /> 601; , ~640 vehicles entered the City of Concord on East COrban Street, designated as N.C. <br /> Highway No. 73; 1,590 vehicles entered the City of Conc0~d on East Depot Street; and as estimated <br /> (not checked) 6,000 vehicles entered the Northern pa~t of the City of Ooncord on No~th ~hu~ch <br /> Street, designated as U.~. Highway no. 601; <br /> <br /> AND WHEREAS, this Board is of the opinion that a ~y-pass leading off of U.S. Highway <br /> No. 601 South of Concord near Cente~ C~umch and running along the Eastern perimeter of the City <br /> to a point North of the City Limits would substantially ~elieve the t~affic~congestion of the <br /> aforesaid streets in the City of Oonco~d by one-third, ox more; <br /> <br /> AND WHEREAS, this Ooa~d is informed that the State Highway Commission ~as for some time <br /> contemplated the building of a by-pass described above, but has taken no definite action: <br /> <br /> NOW THEREFORE, BE IT EESOL~ED by the Bosmd of County Oommissionexs of Caba~us County <br /> that the State Highway Commission be, and it is hereby, umgently requested'to proceed atas early <br /> a date as possible towards building a by-pass a~ound the eastern perimeter of the City of Concord <br /> fo~ the purpose of relieving .the terrific congestion on the highways passing through the City of <br /> Concord and ~emove a constant traffic hazard." <br /> <br /> <br />
