Smoot Lyles <br /> <br /> Motion by M Smoot Lyles seconded by P.Ernest Stallings that the following Road petition:-:, <br /> <br /> be approved : <br /> No. 4 Township - Elwood Street- Request for surface treatment. <br /> <br /> Motion by W.C~.'y Isenhour, seconded by M Smoot Lules that the O. K. Lunch be given the <br /> <br /> contract to feed the prisSners 'in the Couhty Ja~! at 45 cents per meal- 7-1-61 to 7-1-62. <br /> Voted on and carried. .. <br /> <br /> Motion by M.Smoot Lyles seconded by W.Guy Isenhour that the following resolution be <br /> <br /> passed and a copy he sent to the House and Senate and to Mrs Heath Jones Hartsell, L.T. <br /> <br /> Hartsell III and Mrs Heath Hartsell Wiggins, and R. L. Hartsell: <br /> <br /> "A resolution of respect to and honoring the memory of Luther Thompson <br /> Hartsell and Luther Thompson Hartse11, Jr." <br /> <br /> "WHEREAS, the Honorable Luther Thompson Hartsell, a native of Caharrus County, having <br /> been born in No. 10 Township on October 13,1870, died on March 9, 1961; and <br /> <br /> WHEREAS, the Honorable Luther Thompson Hartsell Jr., a native of Cl~barrus County, having <br /> been born in Concord, on September 7, 1902 and died on May 14, 1961; and <br /> <br /> WHERF~, Luther Thompson Hartsell and Luther Thompson Hartsell Jr., were life long <br /> outstandin9 citizens, attorneys and Democrats of Caharrus Connty and gave the full measure of thei: <br /> respective abilities to public service for the citizens of Caharrus County and North Carolina; and <br /> <br /> WHEREAS, Luther Thompson Hartsell opened his office in Concord in 1896 for the practice of <br /> law after graduating from Trinity College in 1894 with the degree of Ph.B.,.and the University <br /> of North Carolina Law School in 1896 with the degree of L. L.B., and continued his active practice <br /> until several years ago, always maintaining an outstanding reputation for honesty, integrity and <br /> ability; and Luther Thompson Hartsell served as a member of the North Carolina House of <br /> Representatives in 1899 and the North Carolina State Senate in 1911 and 1921, as County Attorney <br /> !from 190~ to 1910, 1912 to 1914 and 1922 individually and as a member of his firm until his <br /> retirement, and served as Chairman of the Cabarrus County Democratic Executive Committee , Chairman <br /> of the Board of Trustees of Stonewall Jackson Traininc School, mermber of the Board of Trustees of <br />the Bo~ ~eo~U niversity of North Carolina, Chairman and membeff of the Concord City~choolBoard, Chairman o <br /> Trustees of the Concord Public Library, and was a member of the Caharrus County, North <br /> Carolina and American Bar Aissociations and the North Carolina State Bar; and Luther Thompson <br /> Hartse11 was a member of the First Presbyterian Church of Concord; and <br /> <br /> WHEREAS, Luther Thompson Hartsell Jr., received B.A. a nd L. L.B. degrees from the University <br /> of North Carolina and its Law School in 1923, serving as Associate Editor of the North Carolina <br /> Law Review, and Luther Thompson HartsellJr., formed the law partnership of Hartsell and Hartse11 <br /> withhis father in 1923 and continued the practice of law in this firm in Concortd until his <br /> death, being recognized for his honesty, integrity and ability throughout the State,and Luther <br /> Thompson Hartsell Jr., was a member of the North Carolina Board of Law Examiners from 1942-44 <br /> and 1946 until his death, was a member of the North Carolina State Senate 1933-35, served as <br /> Chairman of the Cabarrus County Selective Service Board, as a member and Chairman of the Concord Ci <br /> School Board, as Chairman of the Caharrus County Board of Elections, as County Attorney, as <br /> Chairman of the Board of Directors of Concord National Bag~i, as President of the North Carolina <br /> State Bar 1944-45 and Luther Thomps~nHartsell Jr., was well knwwn in Masonry, having served as <br /> .6!rand Master of Masons in the State of North Carolina 1947-48 and Luther Thompson HartSell Jr., was <br /> a member of the Cabarrus County, North Carolina and American Bar Associations and the North <br /> Carolina State Bar, and Luther Thompson Hartsell Jr., was a member of the First Presbyterian Church <br /> of Concord; <br /> NOW, THEREFORE, BE IT RESOLVED: <br /> 1. Cabarrus County and North Carolina have l°st able, loyal and devoted citizens in the <br /> deaths of Luther Thompson Hartsell and Luther .hompson Hartsell Jr., . <br /> 2. The Board of Commissioners of Cahar~us County desires to give formal expression of its <br /> sincere appreciation for the lives and service of Luther Thompson Hartsell and Luther Thompson <br /> H~rtsell Jr.; and to express its feeling of loss in their passing. <br /> ~ 3. A copy of th~ resolution be furnished for Mrs Heath Jones Hartsell,~ife of Luther Thompson <br /> ~artsell, Jr., and Luther Thomspon Hartsell III and Mrs Lena Heath Hartsell Wiggins, children of <br /> ~uther Thompson Hartsell Jr., and Cu'andchildren of Luther Thompson Hartsell. ,, <br /> 'There being no further business, the Board adjoined.
