The Board of Commissioners for the County of Cabarrus, North Carolina, met in adjourned regull r <br /> <br /> session at the County Courthouse in Concord, the regular place of meeting, at 10:00 o'clock A M <br /> <br /> August 13, 1962. <br /> <br /> Present: Chairman W.Frank McCray and Commissioners P Ernest Stallings arfl W.C~uy Isenhour <br /> <br /> Absent: M.Smoot Lyles and L Bowman Barrier. <br /> <br /> Also present: J H Harward, County Accountant, and John R. Boger, Register of Deeds and ex offi to <br /> <br />Clerk of Board of Commissioners. <br /> <br /> Commissioner P.Ernest Stallings introduced the following order authorizing bonds which was re~d: <br /> ORDER AUTHORIZING $125,000 <br /> S(~OOL BUILDING BONDS <br /> <br /> 14HEREAS, %~e Concord City~ Board of Education l~as certified to this Board a resolution passec <br /> <br /> on August 13,1962, showing that adequate shcool facilities are not now available in the Concord <br /> City Administrative !ttnit to comply with the requirements of Section 3 of Article IX of the <br /> Constitution of North Caroiina for the maintenance of schools six months in every year, and that <br /> it is necessary, in order to maintain such six months' school term as required hy said Section 3 <br /> of Article IX of the Constitution, to erect an addition to the Beverly Hills School in the City <br /> of Concord and acquire necessary equipment therefor, the estimated cost of which is $125,000; and <br /> <br /> WHEREAS, said resolution requests the Board of Commisioners to take all necessary steps, by <br /> <br />the issuance of bonds or otherwise, so that such school facility may he provided; and <br /> <br /> WHEREAS, The Board of Commissioners has carefully examined th~ facts and has determined and <br />hereby find as a fact that said statements of the above mentioned resolution are true and that i .... <br />it has become the duty of said Board of Commissioners, acting as an administrative agent of the State <br />inproviding a State system of public schools, to order the issuance of bonds of the County of <br />Caharrus so that the school facility mentioned in paragraph 1 of this order and in said resolution <br />may he provided in order to maintain the six months' school term in the County of Caharrus as <br />required hy Section 3 of Article IX of the Constitution; now, therefore, <br /> <br /> BE IT ORDERED AND RESOLVED hy the Board of Commissioners for the County of Caharrus". <br /> <br /> 1. That, pursuant to The County Finance Act, ss amended, and in order to maintain the six <br /> <br />months' school term in said County of Caharrus as required hy Section 3 of Article IX of the <br />Constitution, School Building Bonds of the County of Cabarrus, North Carolina, shall he issued in <br />an aggregate principal amount not exceeding $125,000 for. the purpose of providtn9 funds, with any <br />other available funds, for erecting an addition to th Beverly Hills School in the City of <br />Concord and acquiring necessary equipment therefor in order toprovide an additional school <br />facility,, in the County of Caharrus. <br /> <br /> 2. That the puroise for which said bonds are authorized are herei nahove set forth and for whi :h <br /> <br />the proceeds of the bonds will be expended is hereby found and declared to be a necessary expense <br />of the County of Caharrus within the meaning of Section 7 of Article VII of the Constitution of <br />North Cato 1 ! na. <br /> 3,/ That a tax sufficient to pay the principal of an~L~ ;iiLer~ ssi~boncls wl~n~u¢ shal~ <br />be annualIy levied and collected. <br /> <br /> 4.
