496 <br /> <br /> The regular monthly meeting of the Cabarrus County Commissioners was held at 10:00 o'clock <br /> <br /> A.M. on November 7, 1966, with the following members present: <br /> <br /> Chairman - C. Frank James <br /> Commissioners -W.M'FrankSm°°tMcCray.Lyles' C. McNeil Petrea, Oren Hill, and <br /> <br /> Chairman 3ames called the meeting to order. Minutes were read by Arvonia Cochran and stand <br /> <br /> approved. <br /> <br /> Upon motion by Hill, seconded by McCray, the following road petitions were approved: <br /> Township 11 - Oak Street - request for surface treatment <br /> <br /> Township 11 - Access road to Central Cabarrus School - request for addition <br /> <br /> Township h - Access Road to Northwest School - request for addition. <br /> <br /> Brice Willeford, attorney for Mr. and Mrs. F. G. Hilbish, presented a petition for <br /> <br /> closing Carolina Drive--tn the Royal Oaks section. McCray made motion, seconded by Hill. Vote <br /> carried to approve the resolution which appears on page no. ~£1~ · <br /> <br /> Duncan Presson, President of. the_ .Winecoff School P.T.A._, and Mrs. Qlenn Hartsell, Chairman <br /> <br /> of the Winecoff School Grade Parents in separate letters to the Board requested safety officers <br /> <br /> be provided for the school. No action was taken at this time. <br /> <br /> The annual county audit prepared by Daniel and Daniel C.P.~. was presented to the Board <br /> <br /> for acceptance. Motion by Petrea, seconded by Hill, to accept audit as presented. Vote carried. <br /> <br /> Dr. David Lockhart, Chairman of the Mental Health Board, and Miss Sarah Walker, Director <br /> <br /> of the E.S.E.A. program in Cabarrus County schools requested $300.00 for addition psychiatry <br /> services and $?00.00 for additional clerical help at the Mental Health Clinic. Miss Walker <br /> stated that $2000.00 of E.S.E.A. funds held by the County schools could be applied to defray <br /> the expenses of hiring the psychiatrist for one additional day each week, provided the County <br /> appropriate $1,000.00. Petrea made motion, seconded by Hill, to appropriate $1,000.00 out ef.~the <br /> Mental Health Clinic unappropriated surplus fund.
