The regular monthly meeting of the Cabarrus County Commissioners was held .... <br /> <br />at 9:30 a.m. on April 7, 1969, with the following members present: <br /> Chairman: C. Frank James <br /> <br /> Commissioners: S. Glenn Hawfield, Jr., Robert A. McClary, C. McNeil <br /> <br /> Petrea, and Dr. R. B. Rankin, Jr. <br /> <br />Chairman James called the meeting to order. Prayer was by the Reverend Ervin S. <br /> <br />Cooke. Minutes were read and approved. <br /> <br /> An annexation resolution requested by the )(annapolis Sanitary District was <br />unanimously approved upon motion by McClary, seconded by Petrea. This resolution <br />is recorded on page ~-~[~ and becomes a part of these minutes. <br /> <br /> A discussion was held about end~na/~/:,~s making authority recently granted <br /> <br />counties by the N. C. General Assembly and numerous complaints in the past <br />concerning night noise natsance by autbmobtle race tracks. Rankin made motion, <br />seoonded by Hawfield, that the County Attorney be instructed to draw up the <br />proper ordinances requiring all race tracks in Cabarrus County to complete <br />their activities at 12:00 Midnight. Vote was unanimous. <br /> <br /> The Commissioners also discussed a 1961 Act authorizing a 5~0 admission tax <br /> <br />on automobile racing events in Cabarrus County and requested the County Attorney <br /> <br />make a study of the act and report back to the Board at the May meeting. <br /> <br /> A discussion concerning the possibility of obtaining property for a County <br /> <br /> sanitary landfill ,was held and reference was made to a public meeting held at <br /> the City Hall on March k, 1969, at which a proposal was presented for using a <br /> portion of the County home property for this purpose. Public response was against <br /> this proposal so this approach was discontinued. A suggestion that this property <br /> be put up for sale was discussed and re~eeted. <br /> <br /> A letter from the N. C. Dept. of Public Welfare approving plans and <br /> specifications for the proposed Cabarrus County Jail were read to the Board. <br /> <br /> Hawfield made motion, sec.onded by Rankin, to give to the Tax Supervisor <br /> permission to request the N. C. 'Wildlife Commission for a registration list of <br /> all boat owners. Vote was unanimous. <br /> <br /> J. Lee Pharr, representing the franchised garbage collectors, requested <br /> approval for the following rates for general home pick-up service: $2.75 per <br /> month; $7.75 per quarter; $50.00 per year if paid in advance. Rankin made <br /> motion, seconded by Hawfield, to approve these rates. Vote was ~aanimous. <br /> <br /> <br />
