The Cabarrus County Commissioners met at a call meeting at the Courthouse <br /> <br />at 9:30 A.M. Jul)Y 20, 1969, with the following members present: <br /> Chairman: C. Frank James <br /> <br /> Comm~ssioners: C. McNeil Petrea, Dr. R. B. Rankin, Jr., Robert A. <br /> <br /> McClary, and S. Glenn Hawfteld, Jr. <br /> <br />Chairman James called the meeting to order. <br /> <br /> County Manager Hurt presented the 1969-70 budget to the Board with the follow. <br />tng changes recommended: General Fund rate changed from .1693 to .1793 and the ra'e <br />for County office buildings changed from.l~{~t5 to .1},ilS; County office building <br />increased $~),000 to allow for alternate bid for stainless steel fixtures; <br />Increase of $c)0),'00 to county Water, Soil and Conservation District; Sk, l~.O0 <br />added to Sheriff patrol cars carried over from previous budget. It was also <br />recommended that $90,000.00 of the unappropriated General Fund Surplus be pledged <br />to County office !uildtngs until the new bonds set up in that budget as <br />revenue are approved. Rankin made motion, seconded by Petrea, to accept changes <br />in the budget as presented. Voted yes - Rankin, Petrea, and James. Voted no- <br />Hawfteld and McClary. Vote carried. <br /> <br />Ranktn made motion, seconded by Petrea, to accept the budget as presented at a <br />rate of $1.30 per $100 valuation. Voted yes - Rankin, Petrea, and James. Voted <br />no - Hawfield 8nd McClary. Motion carried. Budget is recorded on pages <br />through ~2~-~ and becomes a part of these minutes. <br /> <br /> Rankin made motion, seconded by Petrea, to accept the low bids for construct- <br />ion of the new jail and office building. Votes yes - Rankin, Petrea, and James. <br />]~bSeained from voting - Hawfteld and McClary. Motion carried. <br /> <br /> County ~chool ~uperintendent Jay M. Robinson, Concord City School Superinten- <br />dent Bill lrvin, and Kannapolts School Superintendent W. J. Bullock discussed <br />with the Board matching retirement funds for school cafeteria workers recently <br />required by the State. This requirement was not made known to the local schools <br />in time to be included in the original school budget ~equest. They stated that <br />a~p.roxi.ma_tely $2~,000..00 was needed forthts purpose. McClary made motion that tht <br />request be grsrt~ed out of the unappropriated General Fund surplus if the $90,000.0 <br />pledged to county office b%t.tld~ngs was not used. Hawfield seconded the motion. <br />Ranktn made a substitute motion that McClary's motion be tabled until the <br /> <br />August l~, 1969 meeting. This motion was seconded by Petrea. Vote was unanimous. <br /> <br /> W. J. Bullock requested an additional appropriation of $S,000.00 for one <br /> <br />school bus for the Kannapolis school system with one additional bus to be <br /> <br />r. equested from Rowan County.
