853 <br /> <br /> The Board of Commissioners for the County of Cabarrus North <br /> Carolina, met in regularseS.si~.at the County Courthouse in Concord, <br /> North Carolina, the regu].ar place of meeting, at 9:00 o'clock A.M., <br /> on April 5, 1971. <br /> <br /> Present: Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary, C. Frank James, <br /> <br /> John Hammett, Charles Gallimore. <br /> <br /> Absent: None <br /> <br /> Also present: Joyce Misenheimer, Clerk of the Board of <br /> Commissioners. <br /> <br /> Invocation was by the Rev. Charles Elyea. <br /> <br /> Minutes were read and approved. <br /> <br /> The Clerk of the Board of Commissioners presented certified <br /> copies of a resolution which had been received from~The Cabarrus <br /> County Board of Education. <br /> <br /> Thereupon Commissioner Gallimore introduced the following <br /> order authorizing bonds which was read: <br /> <br /> ORDER AUTHORIZING $220,000 <br /> <br /> SCHOOL BUILDING BONDS <br /> <br /> WHEREAS, The Cabarrus County Board of Education has certi- <br /> fied to this Board a resolution passed on March 30, 1971, showing <br /> that adequate school facilities are not now available in The <br /> Cabarrus County Administrative Unit to comply with the requirements <br /> of Section 3 of Article IX of the Constitution of North Carolina <br /> for the maintenance of schools six months in every year, and that <br /> it is necessary, in order to maintain such six months' school <br /> term as required by said Section 3 of Article IX of the Constitu- <br /> tion, to erect additional school buildings and other school plant <br /> facilities, remodel, enlarge and reconstruct existing school <br /> buildings and other school plant facilities, and acquire necessary <br /> land~ipmen, t therefor, in order to provide additional school <br /> facilities in said Unit, the estimated cost of which is $220,000; <br /> and <br /> <br /> WHEREAS, said resolution requests the Board of Commissioners <br /> to take all necessary steps, by the issuance of bonds or otherwise, <br /> in order that such school facilities may be provided;and <br /> <br /> WHEREAS, the Board of Commissioners has carefully examined <br /> <br /> the facts and has determined and does hereby find as a fact that <br /> the statements made in said resolution is true and that it has <br /> <br /> (to Page 855) <br /> <br /> <br />
