The Board of Comissioners for the County of Cabarrus met in regular session <br /> <br />at the Courthouse in Concord~ North Carolina on Monday~ March 5~ 1973 at 9:00 a.m. <br /> <br /> Present~ Chairman: S. Glenn Hawfield, Jr. <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Framk James <br /> John A. Hammett <br /> <br /> Invocation was by the Reverend Horace Kinney of Ca~=ary Baptist Church. <br /> <br /> Hinutes of the Frebruary 5, 1973 meeting were read and stand approved as corrected <br /> <br />by changing the word assessment to ratio in the last line on page 184. Minutes of the <br /> <br />February 23, 1973 special meeting were read and approved. <br /> <br /> Mrs. Glenn Penninger presented a petition requesting that Secondary Road #2630 <br /> <br />be changed from Cold Springs Road, North to Walker Road. The Board accepted the petition <br />with the understanding that it was to be turned over to the Planning and Zoning Board <br />for action. <br /> <br /> Gallimore made motion~ seconded by Hammett, to accept the Cabarrus County <br /> <br />Community Relations Commission proposal for youth representation by appointing Kenny <br /> <br />Baldwin from Mount Pleasant and S.teve Barringer from A. L. Brown to serve until <br /> <br />August 1973 and to replace Reverend gilas Johnson with Mr. C. C. Griffin. Vote carried. <br /> <br /> Hammett made motion to re-appoint Mr. Carl O. Overcash as a Watershed <br /> <br />Improvement Commissionersfor a six (6) year term beginning February 15~ 1973. Motion <br /> <br />seconded by Gallimore and vote carried. <br /> <br /> Chairman Hawfield stated that the State wanted the Reed Gold Nine property <br /> <br />zoned and that he would contact Mathey Davis to check the legality of zoning only that <br /> <br />portion of the County. <br /> <br /> Jay Robinson stated that he checked into the possibility of permanent class- <br /> <br />rooms and that it would cost ap~roximately $300~000 to build four (4) classrooms and <br />two (2) shops each at Central Cabarrus and Northwest. McClary made motion to give <br />the county school system permission to make a committment to purchase a maximum of <br />twelve (12) temporary classrooms for approximately $138,000. Hammett seconded the <br />mOtion and vote cariied unanimously. <br /> <br /> Gallimore made motion to re-advertise for bids for the pre-engineered <br /> <br />building for the Cabarrus County Health Department due to having received only one <br /> <br />bid. James seconded the motion 'and vete carried. <br /> <br /> Attorney Boger stated that due to conflicts the meeting with Flemingts <br /> <br />attorneys had not taken place as yet, but that they wre supposed to meet Friday, <br /> <br />March 9, 1973. <br /> <br /> L. D. Coltrane III, representing Citizens Savings & Laon, Cabarrus Bank & <br /> <br />Trust Company, Concord National Bank and Concord-~annapolis Savings & L~sn, stated <br /> <br />that these four insti~it&ons would like to offer to underwrite a deputy sheriff and a <br /> <br /> <br />
