127 <br /> <br /> The Board of Commissioners for the County of Cabarrus met <br /> <br />in special session at the Courthouse in Concord, North Carolina <br /> <br />on Thursday, March 16, 1978 at 2:00 P.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> Doug Vaughn, Troy Doby, and Bill Piver, consulting engineers <br /> <br />for Peirson & Whitman, Inc., discussed and answered questions on <br /> <br />the Cabarrus County Master Water and Sewer Plan for 1978-2020. <br /> <br />Mr. Doby also discussed with the Board ideas concerning the creation <br />of a county-wide water-sewer authority. <br /> <br /> Citizens of the Midland area expressed an interest in the <br />proposed water system, sewer system, and a pump station for the <br />sewer system. <br /> <br /> UPON MOTION of Commissioner Cook, John Boger and Troy Doby <br /> <br />were authorized to prepare a preliminary draft of a charter for <br />a wat'er-sewer authority for Cabarrus County with the assistance <br />of the Director of Concord Light & Water Department, the Mayor <br />of Concord, the Chairman of Cabarrus County Board of Commissioners, <br />and the Cabarrus County Manager to be completed by April 6, 1978. <br />Motion was seconded by Commissioner Hammett and vote was unanimous. <br /> <br /> Mary Mickey asked the Board to give priority to the construction <br /> of Building "B" over the other projects. <br /> <br /> UPON MOTION of Commissioner Milloway and seconded by Commissioner <br /> Cook, the County Manager was authorized to reissue retired bonds <br /> for the years 1977-1978 and 1978-1979 for the construction of <br /> Building "B" and an Ambulance Service building.
