570 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />May 21, 1984, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> The invocation was given by Reverend E. Steven Ayers of McGill Avenue <br />Baptist Church in Concord. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the minutes of May 3, May 7, and May 15, 1984, <br />were approved as written. <br /> Mr. C. A. Peverall of American Refuse Systems, Inc., requested the <br />transfer of the permit to collect commercial and industrial refuse in <br />Cabarrus County from Home and Industrial Disposal Company, Inc., to <br />American Refuse Systems, Inc. He reported that his company had purchased <br />Home and Industrial Disposal Company, Inc., effective May 15, 1984. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br /> unanimously carried, the Board approved the transfer of the solid waste <br /> management permit to collect refuse from commercial and industrial establish- <br /> ments from Home and Industrial Disposal Company, Inc., to American Refuse <br /> Systems, Inc. <br /> The Board reviewed the letter from Mr. J. L. Greeson, Concord City <br /> Manager, stating, that Dr. Robert E. Hammonds did not wish to serve on the <br /> Concord Planning and Zoning Commission and requesting that the Board appoint <br /> a member from the extra-territorial area to fill the vacancy on that <br /> Commission. The Board of Commissioners had appointed Dr. Hammonds on <br /> February 6, 1984, to complete the unexpired term of Dr. Lynn A. Hughes. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br /> unanimously carried, the Board directed the County Manager to write a <br /> letter to the City of Concord requesting that they make a recommendation <br /> for an apppintee from the extra-territorial jurisdiction to complete the <br /> unexpired term of Dr. Lynn A. Hughes on the Concord. Planning and Zoning <br /> Commission. Nominations are also to be received from members of the <br /> Board of Commissioners for appointment to the Concord Planning and Zoning <br /> Commission. <br /> The Board reviewed the appointment of a special ad-hoc personnel <br /> committee to work with the Centralina Council of Governments personnel <br /> in the review and update of the Cabarrus County Personnel Ordinance, dated <br /> August 4, 1977. Chairman Lentz appointed Commissioners Nash and Barnhardt <br /> as the two commissioners to serve on the committee. Commissioner Nash <br /> reported that a personnel specialist from Cannon Mills Company and Philip <br /> Morris U.S.A. had agreed to serve on the committee. The Board agreed to <br /> make the final appointments to the Personnel Committee at the budget workshop <br /> on May 24, 1984. <br /> UPON MOTION of CommiSsioner Milloway, seconded by Commissioner Nash <br /> and unanimously carried, the Board appointed Chairman Lentz as the <br /> voting delegate and Commissioner Payne as the alternate delegate to the <br /> Annual Conference of the National Association of Counties to be held <br /> in Seattle in July, 1984. <br /> Mr. Ray Flowers requested stream channelization funds to clear Back <br /> Creek at Stallings Road and Pharr Mill Road. He stated that these two <br /> roads were at times impassable due to overflow caused by fallen trees and <br /> other debris in Back Creek. Mr. Jay Stallings also addresSed the Board <br /> regarding the problem at Back Creek. <br /> Mr. Lipe Barrier, Soil and Water Conservation District Supervisor; <br /> Mr. Carl Overcash, Watershed Improvement Commissioner; and Mr. Hugh Price, <br /> District Conservationist, reviewed the work completed under the stream <br /> channelization program during the past year and the need for additional <br /> work on streams throughout the county. Mr. Barrier stated that the 1983- <br /> 84 allocation of $15,000.00 was not enough to successfully complete the <br /> needed work and urged the Board to consider a larger appropriation for <br /> 1984-85. <br /> No action was taken by the Board regarding the stream channelization <br /> request. The Board will discuss the 1984-85 stream channelization appropriation <br /> during upcoming budget sessions. <br /> <br /> <br />
