585 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina, on Thursday, June 14, 1984, <br />at 7:00 P.M.'for a public hearing on the proposed 1984-85 Budget. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br />The minutes were recorded by Mr. Blair D. Bennett, Finance Director. <br />Dr. Joseph N. Fries, Cabarrus County Schools Superintendent, and <br />Mrs. Tina C. Loving, Chairman of the cabarrus County Board of Education, <br />appeared before the Board requesting additional funds for the school system. <br /> The following persons requested the Board to reconsider the hiring of <br />a horticulturist in the Agriculture Extension Department: <br /> <br />Mr. Brady Black <br />Mr. Troy R. Cook <br />Mrs. Sue Casper <br />Mr. Lipe Barrier <br /> <br />Mr. Everette Voncannon <br />Mr. Robert Carter <br />Mr. Edward Stephens <br /> <br /> Mr. William E. McCrary, Chairman of the Cabarrus Advisory Board for <br />the Rowan Technical College, and Mr. Philip H. Smith, Sr., Executive <br />Vice-President of the Concord/Cabarrus County Chamber of Commerce, addressed <br />the Board regarding funding for the Rowan Technical College. They <br />requested that the Board restore the $16,000.00 previously cut from <br />the proposed 1984-85 budget for Rowan Technical College. <br /> Ms. Jerri Brown and Mr. Richard Burkhart appeared concerning Cabarrus <br />Victims Assistance Network funding for battered spouses and children. <br /> Mrs. Harriet Ward, member of the Kannapolis Friends of the Library, <br />requested $48,000.00 to fund the Kannapolis Library for the fiscal year <br />1984-85. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with <br />Chairman Lentz and Commissioners Milloway, Nash and Payne voting for and <br />Commissioner Barnhardt voting against, the Board agreed to fund the <br />$48,000.00 for the Kannapolis Library out of the $300,000.00 set aside <br />for library construction in Kannapolis contingent upon approval by the <br />Trustees of the Charles A. Cannon Charitable Trust No. One. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne and Nash and Chairman Lentz voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board agreed to fund the <br />Cabarrus Victims Assistance Network in the amount of $5,000.00. <br /> The substitute motion by Commissioner Nash to fund the Cabarrus <br />Victims Assistance Network in the amount of $10,000.00 failed for lack <br />of a second. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne with <br />Commissioners Payne and Nash and Chairman Lentz voting for and Commissioners <br />Barnhardt and Milloway voting against, the Board agreed to employ a <br />horticultural agent for the Agriculture Extension Office in the amount of <br />$21,000.00. <br /> The motion made by Commissioner Payne to remove $50,000.00 from the <br />line item Equipment in the Sanitary Landfill Budget and put this $50,000.00 <br />in the Schools Current Expense Budget failed for lack of second. <br /> The motion made by Commissioner Nash and seconded by Commissioner <br />Payne to increase the Schools Current Expense Budget by $100,000.00 failed <br />with Commissioner Nash voting for and Commissioners Payne, Milloway, and <br />Barnhardt and Chairman Lentz voting against. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash with <br />Commissioners Nash and Payne and Chairman Lentz voting for and Commissioners <br />Barnhardt and Milloway voting against, the Board agreed to remove $50,000.00 <br />in Sanitary Landfill Capital Outlay Equipment and put $50,000.00 in Schools <br />Current Expense Budget. <br /> Commissioner Milloway informed the Board that she was employed by <br />Rowan Technical College. <br /> UPON MOTION of Commissioner Milloway, seconded by Chairman Lentz with <br />Commissioners Milloway and Nash and Chairman Lentz voting for and <br />Commissioners Payne and Barnhardt voting against, the Board agreed to <br />restore the $16,000.00 to the Rowan Technical College Budget. <br /> <br /> <br />
