370 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina, <br />on Monday, January 20, 1986, at 7:00 P.M. <br /> Present- Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend David Whitely of the Second <br />Presbyterian Church of Concord, North Carolina. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of January 6 and January 9, 1986, were <br />approved as written. <br /> The Board reviewed the following action recommended by the Cabarrus <br />County Board of Health at its meeting on December 19, 1985. <br /> <br />Determined that an Animal Control Advisory Committee was no <br />longer needed and suggests that no new members be appointed to <br />fill the expired terms of the current members. <br /> <br /> Mrs. Betsy Carpenter of the Cabarrus Animal Protection Association <br />complained about the operation of the Animal Control Department and <br />spoke in support of the continuation of the Animal Advisory Committee to work <br />on animal and animal related problems. She stated there had been no Animal <br />Control in Cabarrus County for the past eleven months as no citations had <br />been given and the department had not conducted proper rabies canvasses <br />in the county. Mrs. Carpenter stated the Animal Advisory Committee was <br />needed to address such problems as a cat nuisance law, a new hog law, livestock, <br />dirty dog lots, Pit Bulls, and the increase in rabies. In conclusion, Mrs. <br />Carpenter complained that her recent allegations concerning the operation <br />of the Animal Shelter had not been properly investigated and asked that the <br />Board organize an investigation regarding the Animal Shelter. <br /> Mr. Alfred M. Brown, Chairman of the Cabarrus County Board of Health, <br />commended the operation of the Animal Control Program in Cabarrus County <br />and stated the department was working more in public relations than in <br />writing tickets. He stated the Board of Health had recommended the <br />abolishment of the Animal Control Advisory Committee because it is <br />of the opinion that animal control can and should be handled through <br />the utilization of the advice of the veterinarian who serves on the <br />Board of Health. Mr. Brown reported that Mrs. Carpenter had not directed <br />complaints about the Animal Shelter to the Health Director nor the Board <br />of Health where he stated they could be properly handled.
