379

The Board of Commissioners for the County of Cabarrus met in
recessed session at the County Courthouse in Concord, North Carolina,
on Wednesday, January 22, 1986, at 7:00 P.M.
Present - Chairman: James W. Lentz
Commissioners: Kenneth F. Payne
William G. Hamby, Jr.
Archie Y. Barnhardt
Marcelle M. Upright
The Board received a report from Mr. Paul Watson, Engineer of
HDR Infrastructure, Inc., as to the present status of the seven contracts
for water installations in the Water and Sewer District. Mr. Watson's
report indicated that generally the contractors were from 20 to 30 percent
ahead of schedule in the installation of water lines and construction of
elevated storage tanks.
Mr. Watson then outlined the county-wide needs for future interceptor
sewer lines and sewer systems including collection systems in the county.
As an example of priority needs, the interceptor sewer line on Coddle Creek
with an estimated cost of $11 million, a Midland sewer collection system and
treatment plant on Muddy Creek with an estimated cost of $5½ million, and
additional interceptor lines would constitute a project of cost approximating
$21 million. The Board of Commissioners did instruct the engineering firm
as well as the County Engineer to contact the Board of Light and Water and
indicate to them that the County as one of its first priorities did intend
to proceed with the interceptor sewer line on Coddle Creek. This instruction
was given in order to avoid any duplicity of planning for interceptor lines
with the Board of Light and Water. Mr. Paul Watson further explained various
funding mechanisms with an IBM PC computer showing the various methods of
charges from privilege fee to sewer charge as well as tax rate that would be
required to provide for these various sewer lines.
There being no further business to come before the Board, the meeting
was adjourned.

Clerk to the Board
