443 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina, on Monday, May 12, 1986, at <br />7:00 P.M. to begin review of the proposed 1986-87 Cabarrus County Budget. <br /> Present Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz and <br />unanimously carried, the Board moved to go into Executive Session for the <br />purpose of discussing a matter with counsel. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Hamby <br />and unanimously carried, the Executive Session was terminated. <br /> Chairman Lentz reported that the Board had been in Executive Session <br />for discussion with the County Attorney and that no decision had been <br />made. <br /> At the request of Chairman Lentz, Mr. Charles D. McGinnis, County <br />Manager, briefly reviewed the changes in County payroll procedures re- <br />quired by the Fair Labor Standards Act and the effect of these changes on <br />the Law Enforcement personnel. <br /> The Board reviewed the budgets for the County Commissioners, County <br />Manager, Printing Department, Tax Collector, Tax Supervisor, Board of <br />Elections, and Register of Deeds. During review of the budget for the <br />Board of Elections, Mr. McGinnis advised the Board that he had received an <br />informal request for the Chairman of the Board of Elections to appear <br />before the Board of Commissioners to discuss that budget. No action was <br />taken by the Board on that request. Chairman Lentz requested that the <br />County Manager provide a breakdown of salary information for the two <br />fulltime employees at the Board of Elections at the next budget meeting. <br /> The Board set a budget review meeting for 5:00 P.M. on Tuesday, <br />May 20, and for 7:00 P.M. on Tuesday, May 27, 1986. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Upright and <br />unanimously carried, the Board set the public hearing for the proposed <br />1986-87 Cabarrus County Budget for 7:30 P.M. on Monday, June 16, 1986. <br /> Commissioner Payne introduced discussion of the need for the County <br />to let the City of Concord know that the County is serious about the <br />development of the Coddle Creek project. Chairman Lentz instructed the <br />County Manager to contact Mr. Leonard Sossamon, Concord City Manager, to <br />ask that a meeting be arranged as soon as convenient for the <br />representatives of the City of Concord and Commissioner Barnhardt and <br />Chairman Lentz to discuss the two County proposals submitted to the City <br />last fall. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 9:05 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
