451 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina, on Tuesday, May 27, 1986, <br />to continue review of the proposed 1986-87 Cabarrus County Budget. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, presented the <br />following criteria for allocating County funds. <br /> <br />1) <br />2) <br /> <br />The appropriation must be for a public purpose. <br />The appropriation must fit into one of the categories listed in <br />General Statutes 153A-149 or must be authorized by a specific <br />statutory authority. <br />There must be some means such as a contract by which the County <br />retains some control over the funds. <br /> <br />Mr. Hartsell recommended that the Board enter into a contract for services <br />with each agency for which there is a question regarding funding. <br />According to Mr. Hartsell, this contract should define the public purpose, <br />identify the expected services, and provide for the accountability of the <br />funds. <br /> The Board instructed the County Attorney to draw up recommended <br />contracts for services and bring these back to the Board along with the <br />recommended designation of the most appropriate governmental agency to <br />administer each contract. <br /> The Board began review of the proposed budget for the Sheriff's <br />Department on Page 35 and continued through the proposed budget for the <br />Service Garage on Page 54. No action was taken by the Board on any of <br />these proposed budgets. <br /> Chairman Lentz scheduled a meeting for 5:00 P.M. on Monday, June 9, <br />1986, and for 7:00 P.M. on Tuesday, June 10, 1986, to continue review of <br />the proposed 1986-87 Cabarrus County Budget. He stated the Board would <br />meet with those agencies that wish to present their requested budgets at <br />the meeting on June 10. <br /> There being no further business to come before the Board, the <br />meeting adjourned at 9:00 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
