470 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at the <br />County Courthouse in Concord, North Carolina, on Tuesday, June 10, 1986, <br />at 7:00 P.M. to continue review of the proposed 1986-87 Cabarrus County <br />Budget. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Chairman Lentz announced that Commissioners Hamby and Barnhardt <br />would arrive late for the meeting as they had attended the Legislative <br />Briefing sponsored by the North Carolina Association of County Commis- <br />sioners in Raleigh on this date. <br /> Mr. Charles D. McGinnis presented a compilation of the requested <br />fire district and sanitary district tax rates and recommended that all <br />rates be approved as requested. He reported that all fire departments <br />had signed the Contract to Provide Tax District Fire Service and had <br />complied with the terms of the contract with the exception of nine <br />departments which had not submitted the type of financial audit as <br />specified in the contract. These departments were as follows: Allen, <br />Enochville, Georgeville, Jackson Park, Midland, Mt. Pleasant Rural, <br />Northeast, Odell, and Rimer. Mr. McGinnis recommended that the County <br />contract with these nine departments to provide fire protection services <br />next year and remit funds to them. However, he further recommended that <br />the Board inform the nine departments through the Fire Marshal that they <br />have ninety (90) days to submit an audit as specified within the provi- <br />sions of the contract and that the County will withhold remitting funds <br />to these nine departments at the end of ninety (90) days if a proper <br />audit is not received. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright <br />with Commissioners Payne and Upright and Chairman Lentz voting for, the <br />Board approved the County Manager's recommendation to allow the nine <br />departments that have not fulfilled the obligations of the Contract to <br />Provide Tax District Fire Service a period of ninety (90) days to submit <br />an audit as specified in the contract and to withhold remitting funds to <br />these departments at the end of ninety (90) days if a proper audit is <br />not received. The nine departments were as follows: Allen, Enochville, <br />Georgeville, Jackson Park, Midland, Mt. Pleasant Rural, Northeast, <br />Odell, and Rimer. <br /> The fire district and sanitary district tax rates will be considered <br />by the Board at the time of the budget public hearing on June 1§ and <br />will be included in the adoption of the Cabarrus County Budget Ordinance. <br /> Mr. Thomas W. Dillard, Director of the Charles A. Cannon Memorial <br />Library, reviewed the requested budget for the library which the Board <br />had cut from $209,793.00 to $192,000.00. He explained that the local <br />funding request had been increased this year to provide for the estab- <br />lishment of a full-time position of branch services librarian to work <br />with the Kannapolis Branch Library and another part-time position of a <br />library page to work primarily in the children's room at the library. <br />Mr. Dillard stated the library is an important factor in the economic <br />development of Cabarrus County and outlined the use of the library for <br />such items as resume books, job referral services, and job source <br />material as well as an outlet for illiteracy development in the county. <br /> The Board accepted Mr. Dillard's presentation as information only <br />and no action was taken regarding the library budget request. <br /> Dr. Sid Hunter of the Board of Directors for the YMCA Senior Center <br />introduced Ms. Jennifer Smith, Programs Coordinator for the Center, and <br />Mr. William Fesperman, Executive Director of the Cannon Memorial YMCA <br />and Community Center. Mr. Fesperman presented a slide presentation <br />showing the activities of the Center. He stated that a request had been <br />made to both Cabarrus County and Rowan County for funding of salary and <br />staffing of the Center. Mr. Fesperman asked that the County's contribution <br />be as high as possible to enable the Center to serve senior citizens <br />throughout the county. <br /> UPON MOTION of Commissioner Upright, seconded by Chairman Lentz <br />with Commissioner Upright and Chairman Lentz voting for and Cox~issioner <br />Payne voting against, the Board approved a contribution in the amount of <br />$7,000.00 to the YMCA Senior Center in the 1986-87 Cabarrus County <br />Budget. <br /> Mr. Charles D. McGinnis, County Manager, reminded the Board that <br />the County Attorney would be drawing up a contract for the purchase of a <br />service from the YMCA Senior Center by an appropriate agency of County <br />government. <br /> <br /> <br />
