The Board of Commissioners for the County of Cabarrus met in regular
session at the County Courthouse in Concord, North Carolina on Monday,
January 16, 1989 at 7:00 P.M.
Present Chairman: James W. Lentz
Commissioners: R. Giles Moss
William G. Hamby, Jr.
Martha H. Melvin
Billy J. Simmons, Jr.
The invocation was given by Captain Ron Dohmann of The Salvation Army.
UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby
and unanimously carried, the minutes of December 28, 1988 and January 3,
1989 were approved as written.
The two appointments to the Domiciliary Home Community Advisory
Committee were delayed until the next meeting.
UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and
unanimously carried, the Board approved the following Contract Amendment to
the Consulting Agreement with Camp Dresser & McKee for services relating to
the design and construction of a sedimentation basin at the County
Landfill.

December 29, 1988

Dr. William F. Pilkington
Health Director
Cabarrus County Health Department
Post Office Box 1149
Concord, North Carolina 28026-1149

Dear Dr. Pilkington:

Contract Amendment for
Consulting Agreement

The purpose of this letter is to receive authorization to increase the
upper limit of our consulting agreement for extra services related to the
design and construction services for the second sedimentation basin at the
Cabarrus County Landfill. The current upper limit for the consulting
agreement is $7,500. The original scope of services associated with this
fee included the preparation of drawings and specifications for the new
sedimentation basin, and our meetings to discuss a long range plan for
solid waste in the County. Our original estimated cost for preparation of
the drawings and specifications was based upon making only minor
modifications to the drawings and specifications which we prepared for the
first sedimentation basin. As a result of our experience with the
construction of the first basin, however, we mutually agreed to change both
the design of the sedimentation basin and the coordination/contracting of
geotechnical engineering services. In addition, we agreed to add
geotechnical field work and a soils report on basin construction methods,
as well as supervision of field inspection by Soil & Material Engineers to
our contract. This was done to improve coordination of all engineering
work. The County contracted directly for geotechnical services on the
first basin.

Our additional costs, therefore, relate to: unanticipated design changes
which had to be made to the drawings and specifications; the coordination
and contracting with a geotechnical engineering firm to perform field work,
a soils report, and inspection services; and, the geotechnical firmfs fee
which we subcontracted for directly (not including inspection services).
Our total incurred costs for these extra services has been $11,575.
Therefore, the new upper limit engineering services fee will be $19,075.

If you have any questions regarding this request, please do not hesitate to
call me. If not, please provide an authorizing signature in the space
below and return two copies to me.

We appreciate the opportunity to continue to serve Cabarrus County.

Very truly yours,
CAMP DRESSER & McKEE
/s/ John L. Roberts

/s/ James W. Lentz
