36 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the County Courthouse in Concord, North Carolina, on Friday, <br />January 20, 1989, at 8:00 A.M. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, presented a proposed <br />Pretreatment Agreement between Cabarrus County and the City of Concord. <br />After a brief discussion, the Board agreed to meet again on Monday morning <br />to consider the Agreement. <br /> Commissioner Simmons reported that the Cabarrus Utilities Board at its <br />meeting on January 19 had requested that the City of Concord furnish the <br />engineering services and Cabarrus County provide the legal services for a <br />joint feasibility study on a county-wide water and sewer authority. The <br />Board received the proposal by the Utilities Board as information and no <br />action was taken. <br /> Mr. Michael M. Ruffin, County Manager, informed the Board that the <br />County's restrictions for an Airspace-Airport Overlay District are no longer <br />consistent with the technical requirements of the Federal Aviation <br />Administration. Therefore, he stated the processing of the rezoning request <br />would be delayed for 60 to 90 days to allow time for the Planning staff to <br />develop the necessary revisions to the Zoning Ordinance. <br /> Chairman Lentz reported that the Carolinas Counties Coalition <br />Conference will be held at the Speedway Club on March 15 and will focus on <br />environmental and transportation issues. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />possible land acquisition. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Executive Session was terminated. <br /> Chairman Lentz reported that the Board had discussed possible land <br />acquisition and legal procedures with the County Attorney. <br /> There being no further business to come before the Board, Chairman <br />Lentz recessed the meeting until 9:00 A.M. on Monday, January 23, 1989. <br /> <br />Clerk to the Board <br /> <br /> <br />
