102 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the County Courthouse in Concord, North Carolina on Monday, May 8, <br />1989, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Dr. William F. Pilkington, Health Director, introduced the following Health <br />Board members who were present for the meeting: Alfred M. Brown, Chairman, and <br />members Jane Kiser, Goldia Cruse, John Lentz, Vernon Russell, and Dr. Allen <br />Dobson. He stated the purpose of the meeting was to discuss matters relating <br />to solid waste and landfill activities. <br /> Mr. John Roberts and Mr. Joe Wiseman, engineers with the consulting firm <br />of Camp Dresser & McKee, presented an overview of the County's solid waste <br />program. They discussed items relating to completed solid waste studies, current <br />landfill activities, and new State requirements regulating the operation of a <br />landfill. Mr. Wiseman specifically addressed a proposed recycling program for <br />the county and the development of solid waste plans for the future. He <br />recommended that future activities by the County include the implementation of <br />a pilot recycling program, the acquisition of adjacent property to the landfill, <br />and the installation of liners in sections of the unused area of the landfill <br />in phases of three to four years. <br /> Mr. Alfred M. Brown, Health Board Chairman, requested that the County begin <br />the first portion of the recycling program this year and add a phase during each <br />of the next five years. He also addressed the issue of tire disposal and asked <br />that tires be banned from the landfill. <br /> Chairman Lentz expressed appreciation to the Health Board and Health <br />Department staff members for their work. He indicated that the Board of <br />Commissioners would consider the proposed recycling program during budget <br />discussions. <br /> Chairman Lentz recessed the meeting at 5:15 P.M. <br /> Chairman Lentz reconvened the meeting at 6:00 P.M. Commissioner Simmons <br />was absent from the meeting at this time. <br /> Chairman Lentz stated this was the date and hour for a public hearing on <br />the proposed 1989-1990 Cabarrus County Budget and opened the meeting for comments <br />from the public. <br /> Mr. John Barnhardt spoke in support of continued County funding for the <br />Meals on Wheels program. He stated in his opinion the program provided a needed <br />service in the county by making it possible for elderly citizens to remain in <br />their homes. Mr. Jimmy Auten, volunteer, also asked for the County's support <br />in continuing the Meals on Wheels program. <br /> Ms. Teresa Melton, Aging Director, and Ms. Angela Ferguson, In-Home Service <br />Coordinator, requested that the Department of Aging be permitted to implement <br />the Title III B Chore Program and coordinate Respite Care in that department. <br />Ms. Ferguson compared the services provided by the Department of Aging and the <br />Department of Social Services and asked that the Board delegate the Department <br />of Aging as the sole recipient of funds from the North Carolina Department of <br />Aging programs. <br /> Mr. James Monroe and Mr. Jim Helms asked for continued funding in the <br />amount of $5,000.00 for the Cabarrus County Boys Club and Camp Spencer camping <br />program. According to Mr. Monroe, the Camp Spencer program provides a public <br />service need as it targets young people who would not otherwise have an <br />opportunity for summer camp. <br /> Ms. Shirley McDowell, Executive Director of Hospice, asked for continued <br />funding in the amount of $5,000.00. She stated the funds are needed to help <br />offset the cost of care for those of cannot pay for the agency's services. <br /> Ms. Sonya Beaver, member of the Board of Directors of Cabarrus Victim <br />Assistance Network (CVAN), explained that agency's services to women and children <br />and requested approval of the funding request by CVAN. <br /> Ms. Tina Loving, Chairman of the Cabarrus County Board of Education, read <br />a letter from the Board of Education relative to that Board's request for the <br />twenty-two percent (22%) increase in County funding and its goal of receiving <br />funding on the State average. School needs as listed in the letter were as <br />follows. <br /> <br />Reduce class size (middle school level). <br />Place additional computers in the classrooms. <br /> <br /> <br />
