January 7, 2013 (Work Session) Page 1372 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 7, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Changes to the Agenda - January 7, 2013 <br />Additions <br />Discussion Items - No Action <br />County Manager - Rotary Square Update <br />County Manager - Town of Midland - Sheriff's Office Enhanced Police <br />Protection Proposal <br />Supplemental Information <br />Discussion Items - No Action <br />3.8 General Services Cabarrus County Construction and Demolition Landfill - <br />Operation Update and Future Plans <br />m Cabarrus County Landfill Projected Financial Information <br />Removed <br />Planning and Development - Selection of Surveyor for Porter Easement Project <br />Changes to the Agenda - January 22, 2013 <br />Addition <br />Reports <br />EDC - Quarterly Report for October 1 - December 31, 2012 <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No Action <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />As an update on QSCB (Qualified School Construction Bonds) Projects for <br />Kannapolis City Schools (KCS), Will Crabtree, KCS, reported one project <br />remains open. The roofing project at Kannapolis Intermediate School (KIS) is <br />scheduled for completion in March with a potential of $20,000 in allotted <br />project funds leftover. He also reported the KIS HVAC (Heating, Ventilation <br />and Air Conditioning) is complete. <br />Len Witke, Cabarrus County Schools (CCS), reported the Northwest Gym <br />Project has begun construction. He presented the following information as an <br />update on the QSCB projects for CCS. No action was taken. <br />Report on QSCB Funded Project Status <br />
