Morris <br />Also present were Mike Downs, County Manager; Jonathan Marshall, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Megan Smit, Clerk to the <br />Board; and Angela Poplin, Deputy Clerk to the Board. <br />The following persons were also present: <br />Cabarrus County Staff - Ann Wilson, Finance Director; Brent Weisner, <br />Tax Administrator; Chris Ferriss, Real Property Manager; David Thrift, Real <br />Property Supervisor; Johanna Ray, Health and Wellness Manager; Kasia <br />Thompson, Communications and Outreach Manager; Lundee Covington, Human <br />Resources Director; and Paarth Mehta, Budget Analyst. <br />Cabarrus County Schools - 'Dr. Barry Shepherd, (CCS) Superintendent; Lynn <br />Shue, Chairman; Blake Kiger, Vice Chairman; and Board Members Carolyn <br />Carpenter, David Harrison, Dr. Jeff Phillips and Rob Walter. <br />Kannapolis City Schools -'Dr. Pamela Cain,(KCS) Superintendent; Danita <br />Rickard, Chairperson; Board Members Todd Adams and Doris Buchanan; and Will <br />Crabtree, Director of Business Operations and Transportation. <br />Rowan - Cabarrus Community College - Dr. Carol Spalding, (RCCC) President <br />Independent Tribune - Mark Plemmons <br />After breakfast was served, Chairman Poole called the meeting to order <br />at 8:39 a.m. <br />Welcome and Introductory Remarks <br />County Manager Mike Downs welcomed staff and guests to Camp Spencer and <br />generally reviewed the agenda for the second day of the retreat. He also <br />recognized Board members from' Cabarrus County Schools, Kannapolis City <br />Schools and Rowan - Cabarrus Community College who were in attendance. <br />Update /Conclusion to Revaluation'- 2014 Forecast <br />Brent Weisner, Tax Administrator, presented an update on the concluding <br />results of the 2012 revaluation project. He stated it was the first time in <br />his 36 years in the business where he had experienced a decrease in values <br />and advised that overall taxpayers were pleased with the outcomes. Weisner <br />responded to questions from the Board concerning the median ratio by quarter <br />and standard deviation by quarter. He also discussed the appeals process and <br />results of the 2012 informal !review; pending appeals; and the projected <br />upcoming year overall tax base growth. <br />Break <br />The Board took a short break from 9:04 a.m. to 9:10 a.m. <br />Finance - 2014 Budget Impacts /5 -Year Plans <br />County Manager Mike Downs advised preparation for the budget process is <br />underway and that this will be the Board's first viewing of the Preliminary <br />Five Year Financial Plan. He also stated the County is transitioning to a <br />performance -based budget by creating more measurable goals. After <br />introductions, Downs turned the meeting over to Ann Wilson, Finance Director <br />and Paarth Mehta, Budget Analyst,. <br />Ann Wilson, Finance Director, reviewed a PowerPoint presentation <br />including an overview of the FY2013 revenues and expenses; a preliminary <br />overview of FY2014 revenues and expenses; review of current year revenues and <br />expenses; merit increases based on FY2012 performance; debt refunding; and a <br />review of the preliminary five year plan. <br />There was discussion throughout the presentation.
