October 7, 2013 (Work Session) Page 1757 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 7, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:00 p.m. <br />Chairman Poole announced Vice Chairman Measmer is running late due to <br />traffic and is expected to arrive shortly. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Additions: <br />Discussion Items - No Action <br />3.3 DHS - Impact of Federal Government Shutdown on Human Services <br />Discussion Items for Action at October 21, 2013 Meeting <br />4.11 KCS - Request for Balance of QSCB Funds and One -time Monies for <br />Replacement Generator at Kannapolis Intermediate School <br />Supplemental Information: <br />Discussion Items for Action at October 21, 2013 Meeting <br />4.6 General Services - Old Jail Demolition /Courthouse Annex Renovations <br />Construction /Demolition Bid Award <br />0 Floor Plans <br />Moved To November: <br />Discussion Items for Action at October 21, 2013 Meeting <br />4.1 CCS - Funding Request for Central Cabarrus High school Artificial Turf <br />Project <br />0 Request from CCS to move this item to November <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Barrage <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No Action <br />BOC - Military Order of the Purple Heart Presentation <br />Mike Stubbs, Commander, Military Order of the Purple Heart, Wounded <br />Warriors, Chapter 634, United States Army Vietnam, presented a request for <br />Cabarrus County to be recognized as a "Purple Heart County" by the adoption <br />of a proclamation. Lapel pins signifying the Military Order of the Purple <br />Heart were distributed to the Board. He also recognized other members in <br />attendance: Ron Wade, United States Army Vietnam; Steve Zenes, United States <br />Navy Brown Water Vietnam; Mike Moore, United States Army Vietnam; and Tom <br />Fairbrother, United States Navy World War II. <br />County Manager - Update on CCS QSCB (Qualified Schools Construction Bonds) <br />Projects <br />Dave Burnett, Cabarrus County Schools (CCS) , filled in for Len Witke by <br />presenting the following information as an update on the QSCB projects for <br />CCS. <br />Vice Chairman Measmer arrived at 4:08 p.m. and was present for the <br />remainder of the meeting. <br />Mr. Burnett and Lynn Shue, CCS Board of Education Chair, responded to <br />questions from the Board. No action was taken. <br />
