January 3, 2012 (Work Session) Page 918 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, January 3, 2012 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:01 p.m. <br />AnDroval of Agenda <br />Chairman Poole advised the work session agenda format has been revised <br />and requested feedback from the Board. She also advised Commissioner Carruth <br />is running late due to car trouble. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner White and <br />unanimously carried, the Board approved the work session agenda as presented. <br />Discussion Items - No Action <br />Update on CCS & KCS QSCB Projects <br />Will Crabtree, Kannapolis City Schools (KCS), presented an update on <br />the QSCB projects for KCS. Highlights included the following: the <br />Kannapolis Intermediate School roofing project is estimated to be bid in <br />March; the A. L.
