June 26, 2012 (Recessed Meeting) Page 1142 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Tuesday, June 26, 2012, at 5:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager, Erica Nesbitt, Budget and <br />Performance Manager and Kay Honeycutt, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 5:16 p.m. <br />Annroval of Aaenda <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board approved the Agenda as presented. <br />Adoption of Special Fire and Insurance Districts Fund - FY 12 -13 <br />Chairman Poole advised she has spoken with Tim Hagler, Town of <br />Harrisburg Mayor, who confirmed the Town approved their budget with a fire <br />tax rate of $0.1115. <br />Following a short discussion, Commissioner Carruth MOVED to adopt the <br />Cabarrus County Budget Ordinance for Special Fire Tax and Insurance Districts <br />Fund for FY 2012 -2013. Commissioner Measmer seconded the motion. Following <br />additional discussion, the MOTION unanimously carried. <br />The budget ordinance is as follows: <br />Ordinance No. 2012 -10 <br />CABARRUS COUNTY BUDGET ORDINANCE <br />SPECIAL FIRE TAX AND INSURANCE DISTRICTS FUND <br />FISCAL YEAR 2012 -2013 <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br />Section I. <br />It is the intent of the Special Fire Tax and Insurance Districts Fund to <br />provide necessary funds to local fire departments with district in <br />Cabarrus County for the purpose of providing fire protection in the <br />unincorporated areas of Cabarrus County. The Board of County <br />Commissioners does hereby levy the tax_ on Real, Personal and Public <br />Service property Located in each specific designated fire or service <br />district. Such funds collected by the County Tax Collector are then <br />remitted to each fire department for the purpose of providing fire <br />protection to the specific taxed area. <br />Section II. <br />The following amounts are hereby appropriated in the Special Fire Tax and <br />Insurance Districts Fund to provide for the operation of rural fire <br />services for the fiscal year beginning July 1, 2012 and ending June 30, <br />2013: <br />Fire Department <br />Appropriation <br />Allen <br />$ 210,897 <br />Cold Water <br />152,847 <br />Concord Rural <br />9,238 <br />Flowe's Store <br />196,004 <br />Georgeville <br />205,271 <br />Gold Hill <br />24,556 <br />Harrisburg Rural <br />639,870 <br />Jackson Park (City of Concord) <br />77,202 <br />Kannapolis Rural <br />60,519 <br />Midland <br />245,352 <br />Mt.
